VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 ADDITIONAL LOCATION FOR GASEOUS EFFLUENT RELEASES TECHNICAL SPECIFICATION CHANGE Pursuant to 1O CFR 50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating Licenses No. DPR-32 and DPR-37 for the Surry Power Station Units 1 and 2 respectively.

Construction and operation of a Radwaste Facility at Surry Power Station is being performed under the provisions of 1O CFR 50.59. Formal reporting of this plant modification will be made in accordance with Technical Specification 6.9 and by inclusion into the UFSAR after the facility becomes operational. Since there will be a new gaseous effluent release point when the facility becomes operational, we are requesting a change to the Design Features section of the Technical Specifications.

This change will ensure that the new gaseous effluent release point is appropriately identified prior to operation.

The proposed Technical Specification change incorporates the location of the gaseous effluent release point associated with the Radwaste Facility into the site map of Figure 5.1-1. Preoperational hot functional testing of the Radwaste Facility is scheduled to commence in May 1991. We are requesting your timely review and approval of this Technical Specification change request to support our facility testing schedule. Attachment 1 provides the proposed Technical Specification change.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Management Safety Review Committee. It has been determined that the proposed changes do not involve an unreviewed safety question as defined in 1O CFR 50.59 or a significant hazards consideration as defined in 1O CFR 50.92. The basis for our no significant hazards consideration determination is included in Attachment 2.
