ME2591 AND ME2592)
Dear Mr. Heacock:
On October 16, 2009, a license amendment request (LAR) entitled "Relocation of Core Operating Limits to the Core Operating Limits Report (COLR) and addition of COLR references" (Reference 1) was submitted.
Subsequently, on November 20, 2009, an LAR entitled "Removal of Mixing Vane Grid Spacing Restriction Appendix B to Fleet Report DOM-NAF-2-Evaluation of 4X4 Departure from Nucleate Boiling (DNB) Test of 15X15 Vantage+ with Intermediate Flow Mixer (IFMs) Grids Using Versatile Internals and Components Programs for Reactors-EPRI (VIPRE)-Dominion (D)/WRB-1" (Reference 2) was also submitted. This letter responds to your requested concurrent review of the Reference 1 LAR while the Reference 2 LAR is still under review. The Nuclear Regulatory Commission (NRC) staff reviewed your letter and concluded that the linking of the two amendments satisfies the criteria for "rare circumstances" stated in Office Instruction L1C-109, "Acceptance Review Procedures," Revision1 and is, therefore, justified.
Accordingly, we will accept the application for Reference 1 LAR while the Reference 2 LAR is still ongoing. In order to ensure a smooth review of Reference 1 LAR, I urge you to work closely with the NRC staff through your project manager, Ms. Karen Cotton, 301-415-1438.
