Dear Mr.Denton:

Carolina Power&Light Company (CP&L)on behalf of itself and the North Carolina Eastern Municipal Power Agency (hereinafter"Permittees"), being the holders of Construction Permit CPPR-158 for the Shearon Harris Nuclear Power Plant (SHNPP)Unit 1 hereby request amendment of our Construction Permit to properly reflect the"latest date for completion".

The Construction Permit presently lists the"latest date for completion" as June 1, 1984.Since our currently scheduled fuel load date is June 1985, we respectfully request that the Nuclear Regulatory Commission (NRC)amend the Construction Permit pursuant to 10CFR50.55(b) to specify March 1, 1986 as the"latest date for completion" of construction.

The requested completion date extension is the result of delays in the projected in-service date and corresponding fuel load date as described in our October 14, 1982 letter to Mr.Denton.The major factors contributing to the delays, as stated in our January 23, 1984 Construction Status Report, are: 1)revised Energy and Load Forecasts reflecting a slower rate of growth in customer demand than previously projected, and 2)CP&L's expanded Conservation and Load Management Program.The'oregoing constitutes good cause for the extension of the"latest date for completion" for CPPR-158 as requested herein.The requested extension involves no significant hazards considerations.
