Dear Sir or Madam:
By letter dated August 27, 1998, Carolina Power &Light Company (CP8cL) submitted a Request for License Amendment for the Harris Nuclear Plant (HNP). The proposed amendment revised Technical Specifications (TS) concerning the applicability ofLimitingConditions for Operation and Surveillance Requirements to be consistent with NRC Generic Letter (GL) 87-09, dated June 4, 1987.
Based on discussions with the NRC staff, HNP proposes to further revise TS 3.0.4 to clarify the intent regarding mode changes as discussed in the proposed Bases. Specifically, HNP proposes to add a phrase in TS 3.0.4 to clarify that TS 3.0.4 does not prevent passage through or to operational modes as required to perform a shutdown of the unit. This is consistent with guidance in the GL 87-09 Bases for TS 3.0.4 that states that this specification precludes placing the facility in a higher mode of operation. Therefore, the intent of this specification is not to preclude a unit shutdown.
In addition, this letter includes a change to a retyped page contained in the original submittal.
Specifically, the retyped TS 3.9.9 page was not consistent with the marked-up TS page in that the word "are" was inadvertently omitted. Enclosed is the retyped TS page.
These changes do not affect the conclusions of either the 10 CFR 50.92 Evaluation or the Environmental Considerations submitted as part of the original August 27, 1998 request.
