SUBJECT: ARMED FORCES RADIOBIOLOGY RESEARCH INSTITUTE - NUCLEAR REGULATORY COMMISSION UNANNOUNCED SECURITY INSPECTION REPORT NO. 50-170/2017-202 AND NOTICE OF VIOLATION

Dear Colonel Huff:

On January 24, 2017, the U.S. Nuclear Regulatory Commission (NRC or the Commission) conducted an unannounced, non-routine, security inspection at your research reactor facility. The inspection included a review of activities authorized for your facility.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commission's rules and regulations, and compliance with the conditions of your license. The inspector reviewed your physical security plan, observed the physical security features at your facility, and interviewed personnel regarding the recent security incident reported to the NRC that occurred on December 27, 2016.

Based on the results of the inspection, the NRC has determined that a Severity Level IV violation of NRC requirements has occurred. This violation is being treated as a non-cited violation (NCV), consistent with Section 2.3.2.b of the Enforcement Policy. The NCV is described in the subject inspection report. If you contest the violation or its significance, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Director, Office of Nuclear Reactor Regulation, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 2

.390, "Public inspections, exemptions, requests for withholding," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the publicly available records component of NRC's document system (Agencywide Documents Access and Management System (ADAMS)). ADAMS is accessible from the NRC Website at http://www.nrc.qov/readinq-rm/adams.html (the Public Electronic Reading Room). However, because of the security-related items contained in the inspection report, and in accordance with 10 CFR 2.390(d), a copy of the inspection report will not be available for public inspection.
