The U.S. Nuclear Regulatory Commission (NRC) has completed the enclosed final NUREG-2183, "Environmental Impact Statement for the Construction Permit for the SHINE Radioisotope Production Facility, Final Report" (final EIS), regarding the construction permit application for the SHINE Medical Technologies, Inc. (SHINE) Radioisotope Production Facility (SHINE facility) in accordance with the National Environmental Policy Act of 1969, as amended (NEPA). With this letter, I am forwarding you a copy of the final EIS.  
The U.S. Nuclear Regulatory Commission (NRC) has completed the enclosed final NUREG-2183, "Environmental Impact Statement fo r the Construction Permit for the SHINE Radioisotope Production Facility, Final Report" (final EIS), regarding the construction permit application for the SHINE Medical Technologies, Inc. (SHINE) Radioisotope Production Facility (SHINE facility) in accordance with the National Environmental Policy Act of 1969, as amended (NEPA). With this letter, I am forwarding you a copy of the final EIS.  


As part of its NEPA review, the NRC considered effects to species and habitats protected under the Endangered Species Act of 1973, as amended (ESA). The NRC staff determined that the proposed license renewal would have no effect on any proposed, candidate, threatened, or endangered species or designated critical habitat. The staff documented its supporting analysis in Sections 3.5, 4.5, and Appendix D of the EIS. In a letter dated May 13, 2015, the NRC submitted a copy of the draft EIS to the U.S. Fish and Wildlife Service for its review. The Department of Interior stated that it had no comments on the SHINE draft EIS in a letter dated July 6, 2015. In preparing the final EIS, the NRC staff did not identify any new information that would change the staff's findings of "no effect" or that would otherwise require initiation of section 7 consultation. Accordingly, the NRC considers its obligations under ESA section 7 for the construction permit for the proposed SHINE facility to be fulfilled.

AVAILABILITY OF THE FINAL ENVIRONMENTAL IMPACT STATEMENT FOR THE PROPOSED SHINE MEDICAL RADIOISOTOPE PRODUCTION FACILITY

Dear Mr. Melius and Mr. Fasbender:

The U.S. Nuclear Regulatory Commission (NRC) has completed the enclosed final NUREG-2183, "Environmental Impact Statement fo r the Construction Permit for the SHINE Radioisotope Production Facility, Final Report" (final EIS), regarding the construction permit application for the SHINE Medical Technologies, Inc. (SHINE) Radioisotope Production Facility (SHINE facility) in accordance with the National Environmental Policy Act of 1969, as amended (NEPA). With this letter, I am forwarding you a copy of the final EIS.

As part of its NEPA review, the NRC considered effects to species and habitats protected under the Endangered Species Act of 1973, as amended (ESA). The NRC staff determined that the proposed license renewal would have no effect on any proposed, candidate, threatened, or endangered species or designated critical habitat. The staff documented its supporting analysis in Sections 3.5, 4.5, and Appendix D of the EIS. In a letter dated May 13, 2015, the NRC submitted a copy of the draft EIS to the U.S. Fish and Wildlife Service for its review. The Department of Interior stated that it had no comments on the SHINE draft EIS in a letter dated July 6, 2015. In preparing the final EIS, the NRC staff did not identify any new information that would change the staff's findings of "no effect" or that would otherwise require initiation of section 7 consultation. Accordingly, the NRC considers its obligations under ESA section 7 for the construction permit for the proposed SHINE facility to be fulfilled.
