[ADAMS] Accession No. Main Library [ML] ML20283A292), as supplemented on December 10, 2020 (ADAMS Accession No. ML20346A047) and February 25, 2021 (ADAMS Accession No.ML21063A104), Holtec Decommissioning International, LLC (HDI) submitted a license application request seeking U.S. Nuclear Regulatory Commission (NRC) review and approval of the Pilgrim Nuclear Power Station Physical Security Plan revision and license amendment application to incorporate alternative measures.
On December 11, 2020 (ADAMS Accession No.ML20345A243), the NRC determined that the application was accepted for technical review and began its review on all parts of the application except for the physical security technical evaluations that HDI committed to submit by February 25, 2021 (ADAMS Accession No. ML20346A047). The NRC staff established a partial review schedule through the end of February 2021 based on anticipated issuance of requests for additional information (RAIs) in January 2021 with a RAI response turn-around-time of 30 calendar days. At the request of HDI, a RAI clarification meeting was held on February 9, 2021 (ADAMS Accession No. ML21035A231).
The NRC staff has reviewed the HDI February 25 submittal (ADAMS Accession No. ML21063A104) and had a RAI response clarification call on March 11, 2021. HDI committed to provide supplemental clarifying information on or about March 17, 2021.
The purpose of this letter to provide a complete review schedule for your requested action. The NRC staff expects to complete this review by May 30, 2021 (approximately 600 hours). If there are emergent complexities or challenges in our review, such as, multiple rounds of RAIs, unanticipated addition of scope to the review, or hearing-related activities, that would cause changes to the initial forecasted completion date, the reasons for the changes, along with a new estimate, will be communicated during the routine interactions with the assigned project manager.
