The Commission has issued the enclosed Amendment No. 6 to Facility License No. R-89 for the Cornell University ZPR. The amendment modifies some of the administrative controls in Section 6 of the Technical Specifications in response to your letter of March 8, 1999.

A copy of the related safety evaluation supporting Amendment No. 6 is also included.
