ISSUANCE OF AMENDMENT NO. 4 TO FACILITY LICENSE N0. R-89 CORNELL UNIVERSITY ZERO POWER REACTOR (TAC NO. M97228)
Dear Mr. Aderhold:
The Commission has issued the enclosed Amendment No. 4 to Facility License No.
R-89 for the Cornell University Zero Power Reactor. The amendment consists of changes to the facility license and technical specifications (TSs) in response to letters dated November 1, 27, and December 11, 1996.
The amendment removes the authority from the license to operate the reactor, authorizes possession-only of the reactor, and changes the TSs to remove operational requirements not needed for possession-only status.
A copy of the r' elated safety evaluation supporting Amendment No. 4 is also included.
