Subject: Combined Inspection Nos. 50-157/85-01; 50-97/85-01

This refers to the routine safety inspection conducted by Mr. G. W. Meyer of this

office on April 22-24, 1985, of activities authorized by NRC License Nos. R-80 and

R-89 and to the discussions of our findings held by Mr. Meyer with Dr. O. D. Clark

and Mr. H. C. Aderhold of your staf f at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records, in-

terviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been

categorized by severity level in accordance with the NRC Enforcement Policy (10

CFR 2, Appendix C). You are required to respond to this violation.

Overall, our inspection found that your activities are technically sound and rep-

resent no threat to the health and safety of the public. However, we are concerned

with your continuing inability to execute the ancill'ary duties associated with your

licensed facilities in a~ timely manner. Specifically, the problems with the time-

liness of the licensed operator requalification tests, the annual emergency drill,

and the annual operaticas audit, described in the enclosed inspection report, rep-

resent required funcpions in which you have demonstrated acceptable performance,

but the schedule on which they have been performed does not meet the required fre-

quency. The problems with requalification tests and annual audits were brought

to your attention in previous inspections. In your response to the violation,

please also address the corrective actions associated with the emergency drill and

the operations audit. In addition, please ensure that your response addresses the

broader issue of timely completion of ancillary duties.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will

be placed in the NRC Public Document Room unless you notify-this office by tele-

phone at (215) 337-5223 within ten days of the date of this letter and submit

written application to withhold information contained therein within thirty days

of the date of this letter.
