SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 6 TO FACILITY LICENSE NO. R-89 CORNELL UNIVERSITY ZERO POWER REACTOR DOCKET NO. 50-97
1.0 INTRODUCTION
j By letter dated March 8,1999, Cornell University (licensee) submitted a request for l amendment to Facility License No. R 89 for the Cornell University ZPR. The amendment l
would revise the Technical Specifications (TSs) to show changes in the Administrative 1 Controls.
2.0 EVALUATIOR

1 Section 6.1 (b), (c), and (d) have been revised to reflect the functional replacement of the i Office of the Vice President for Research and Advanced Studies with the Office of the l Vice Provost for Physical Sciences and Engineering. A recent reorganization at the upper I levels of the University Administration eliminated the Office of the V.P. for Research and )
Advanced Studies, and consolidated the functions of that office with several others under I the newly created Office of the Vice Provost for Physical Sciences and Engineering.
These changes in the University's administrative structure have little impact on the administration of the Ward Laboratory. The staff finds this change acceptable.
Also, Section 6.1 (d) has been revised to require that the Reactor Supervisor have at least a bachelor's degree in a physical science or engineering discipline, or equivalent knowledge and experience, and at least two years of operating experience. The requirements have been increased, since the previous requirements were that the Reactor Supervisor have two years of technical training beyond high school, and an unspecified period of reactor operating experience. The staff finds this acceptable, and notes that the new Reactor Supervisor qualifications meet the requirements of ANSI /ANS Standard 15.4, Section 4.3.

' Section 6.2 (c) has been revised by making two changes to the seven member safety committee to (a) make the Reactor Supervisor a voting member of the safety committee, and (b) to reduce the required number of faculty members on the committee from five to four. The staff finds this change acceptable, and notes that the composition and 4 organization of the safety committee is in consonance with ANSI /ANS Standard 15.1, j Section 6.2.1. {
Section 6.2 (e) has been revised to preclude the Reactor Supervisor from being the chairman of the safety committee. This charge is needed since the Reactor Supervisor is l now a member of the safety committee, and the chairman of the safety committee should be independent of the direct supervision of the reactor. The staff finds this change acceptable
3.0 ENVIRONMENTAL CONSIDERATION
This amendment involves changes in administrative requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmentalimpact statement or environmental assessment need be prepared in connection with the issuance of this amendment. !
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that: (1) there is a reasonable assurance that the health and safety of the public will not be endangered by the proposed activities, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of this amendment will not be inimical to
--the common defense and security or the health and safety of the public.
