In accordance with the requirements of the Diablo Canyon Technical Specifications (TS) 6.9.2 and 3.3.3.4 Action a., this Special Report is being submitted concerning temperature channels being inoperable greater than seven days on the Primary Meteorological Tower.
During the performance of weekly Surveillance Test Procedure STP I-44B,
      " Functional Test of Station E Meteorological Instrumentation" on March 15,1986, all monitor channels were found to be inoperable. Lightning had apparently hit the tower. All monitor channels were immediately returned to operation except for the temperature channels. The temperature channels processor was found to be inoperable and replaced, but two days later and prior to being declared operable, the spare processor failed.
Both the original and spare processors have been forwarded to Teledyne Geotech for repair. A replacement or repaired original processor is expected on site by April 2,1986 and will be installed, tested,-and returned to service expeditiously.
The temperature readings normally supplied by these channels are available from the "Back-Up" Meteorological Tower, thus no safety consequences or implications have resulted from this event.
Kindly acknowledge receipt of this material on the enclosed copy of this letter and return it in the enclosed addressed envelope.
