| | Reason for Changes Boston Edison Company has been authorized to discharge under the National Pollutant Discharge Elimination System (NPDES) from its Pilgrim Station to Cape Cod Bay. |
| | This authorization was given in the form of Permit No MA0003557. Proposed Changes No.1, 2, 3 & 4 will be as follows: |
| | : 1. The NPDES Permit requires that "The temperature of the discharge shall at no time exceed a 320F rise over the temperature of the intake water but shall at no time exceed a maximum of 1020F prior to discharge to Cape Cod Bay. |
| | Temperature shall be monitored continuously to determine the daily average and range". |
| | : 2. The NPDES Permit requires that the concentration of total residual chlorine ' |
| | at the point of discharge to Cape Cod Bay will not be greater than 0.1 mg/ |
| | liter. The NPDES Permit states, " Chlorine may be used as a biocide. No other biocide shall be used without explicit approval from the Enforcement Director (United States Environmental Protection Agency) and the Director (Massachusetts Division of Water Pollution Control). The chlorination cycle shall not exceed two hours in any one day for any one unit and not more than one. unit shall be chlorinated at any one time. Total residual chlorine con-centration shall be measured downstream of the unit being chlorinated". |
| | : 3. The NPDES Permit requires that the suspended solids be limited to 30 mg/L for a daily average and a daily max. allowable of 100 mg/L prior to mixing with any other streams. The pH shall be no less than 5.8 standard units nor greater than 8.5 standard units prior to mixing with any other streams. |

| | : 4. In accordance with NPDES Permit requirements for Pilgrim 1 the following modified programs were incorporated in January 1978. The 1978 and 1979 programs were submitted to the Regional Administrator, U.S. Environmental Protection Agency and Director, Mass. Division of Water Pollution Control, in December 1977 and 1978, l respectively. Presently, a new NPDES Pemit is being applied for under the con-solidated permit regulations promulgated on 19 May 1980 (Titie 40, Code of Federal Regulations, Parts 122, 123, 124 & 125, 45 Fed. Reg. 3329033588). |
| | ENVIRONMENTAL MONITORING The Environmental Monitoring Program represents a continuation of previous studies. Pre-operational studies for Pilgrim Unit I comenced ir 1969, almost four years before initial operation in December 19/2. In accordance with environmental monitoring and reporting s equirements of the Unit 1 Operating License, DPR-35, issued by the U.S. Atomic Energy Commission (now the Nuclear Regulatory Commission) Boston Edison has carried out a post-operational Marine Ecology Program. This program was designed to investigate the Cape Cod Bay ecosyi, tem, with emphasis on the Rocky Point area, in order to determine whether the operation of Pilgrim Station resulted in measurable effects on the marine ecology and evaluate the significance of any such effects. The Marine Ecology Program for Unit I continued for five years from initial full power operation - that is, through December 1977 and is now replaced by this NPDES Permit Program. |
| | Safety Considerations The National Pollutant Discharge Elimination System Permit was issued to Boston Edison Company in March 1975 and renewed in May 1980 jointly by the Environmental Protection Agency and the Division of Water Pollution Control, Commonwealth of Massachusetts. The NPDES Permit, as issued, has placed more stringent requirements on Boston Edison's Pilgrim Station than is presently required by BECo's Technical Specification, Appendix B. Presently, a new NPDES Permit is being applied for under the Consolidated Permit Regulations promulgated on 19 May 1980 (Title 40, Code of Federal Regulations, Parts 122,123,124 and 125, 45 Fed. Reg. 3329033588). |
| | A safety evaluation has been performed to consider the effects of the proposed Tech. Spec. change and it is not considered to constitute an unreviewed safety question. These changes have been reviewed and approved by the Operations Review Committee and reviewed by the Nuclear Safety Review and Audit Committee. |

Delete the restriction & Surveillance requirements pertaining to all chemicals discharged to Cape Cod Bay other than chlorine, routine chemical laboratory wastes and minor quantities of chemical decontamination wastes.

Delete the entire " Environmental Surveillance & Study Program".
Reason for Changes Boston Edison Company has been authorized to discharge under the National Pollutant Discharge Elimination System (NPDES) from its Pilgrim Station to Cape Cod Bay.
This authorization was given in the form of Permit No MA0003557. Proposed Changes No.1, 2, 3 & 4 will be as follows:
- 1. The NPDES Permit requires that "The temperature of the discharge shall at no time exceed a 320F rise over the temperature of the intake water but shall at no time exceed a maximum of 1020F prior to discharge to Cape Cod Bay.
Temperature shall be monitored continuously to determine the daily average and range".
- 2. The NPDES Permit requires that the concentration of total residual chlorine '
at the point of discharge to Cape Cod Bay will not be greater than 0.1 mg/
liter. The NPDES Permit states, " Chlorine may be used as a biocide. No other biocide shall be used without explicit approval from the Enforcement Director (United States Environmental Protection Agency) and the Director (Massachusetts Division of Water Pollution Control). The chlorination cycle shall not exceed two hours in any one day for any one unit and not more than one. unit shall be chlorinated at any one time. Total residual chlorine con-centration shall be measured downstream of the unit being chlorinated".
- 3. The NPDES Permit requires that the suspended solids be limited to 30 mg/L for a daily average and a daily max. allowable of 100 mg/L prior to mixing with any other streams. The pH shall be no less than 5.8 standard units nor greater than 8.5 standard units prior to mixing with any other streams.

- 4. In accordance with NPDES Permit requirements for Pilgrim 1 the following modified programs were incorporated in January 1978. The 1978 and 1979 programs were submitted to the Regional Administrator, U.S. Environmental Protection Agency and Director, Mass. Division of Water Pollution Control, in December 1977 and 1978, l respectively. Presently, a new NPDES Pemit is being applied for under the con-solidated permit regulations promulgated on 19 May 1980 (Titie 40, Code of Federal Regulations, Parts 122, 123, 124 & 125, 45 Fed. Reg. 3329033588).
ENVIRONMENTAL MONITORING The Environmental Monitoring Program represents a continuation of previous studies. Pre-operational studies for Pilgrim Unit I comenced ir 1969, almost four years before initial operation in December 19/2. In accordance with environmental monitoring and reporting s equirements of the Unit 1 Operating License, DPR-35, issued by the U.S. Atomic Energy Commission (now the Nuclear Regulatory Commission) Boston Edison has carried out a post-operational Marine Ecology Program. This program was designed to investigate the Cape Cod Bay ecosyi, tem, with emphasis on the Rocky Point area, in order to determine whether the operation of Pilgrim Station resulted in measurable effects on the marine ecology and evaluate the significance of any such effects. The Marine Ecology Program for Unit I continued for five years from initial full power operation - that is, through December 1977 and is now replaced by this NPDES Permit Program.
Safety Considerations The National Pollutant Discharge Elimination System Permit was issued to Boston Edison Company in March 1975 and renewed in May 1980 jointly by the Environmental Protection Agency and the Division of Water Pollution Control, Commonwealth of Massachusetts. The NPDES Permit, as issued, has placed more stringent requirements on Boston Edison's Pilgrim Station than is presently required by BECo's Technical Specification, Appendix B. Presently, a new NPDES Permit is being applied for under the Consolidated Permit Regulations promulgated on 19 May 1980 (Title 40, Code of Federal Regulations, Parts 122,123,124 and 125, 45 Fed. Reg. 3329033588).
A safety evaluation has been performed to consider the effects of the proposed Tech. Spec. change and it is not considered to constitute an unreviewed safety question. These changes have been reviewed and approved by the Operations Review Committee and reviewed by the Nuclear Safety Review and Audit Committee.
Schedule of Change This change will t,e put into effect upon receipt of approval by the Comission.
Fee Determination .
Pursuant to 10 CFR Section 170.12, Boston Edison proposes this change as a Class III and accordingly, a check in the amount of $4,000 is enclosed.
