SUBJECT:

SHINE MEDICAL TECHNOLOGIES, INC. - NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACT STATEMENT AND CONDUCT SCOPING PROCESS FOR PROPOSED RADIOISOTOPE PRODUCTION FACILITY

Dear Dr. Bynum:

The U.S. Nuclear Regulatory Commission staff (NRC or the staff) has received your application dated March 26, 2013, for a construction permit for a radioisotope production facility. In support of the application, SHINE Medical Technologies, Inc. (SHINE) also submitted an environmental report for the radioisotope production facility. This letter provides information related to the staffs environmental review of the application.

The NRC has prepared a notice of intent advising the public that the NRC intends to gather information necessary to prepare an Environmental Impact Statement related to the review of the application for the construction permit. Enclosed is a copy of the Notice of Intent, which has been forwarded to the Office of the Federal Register for publication.

Pursuant to Title 10 of Code of Federal Regulations (10 CFR), Section 51.28, SHINE is invited to participate in the environmental scoping process. As discussed in the enclosed notice, the staff is providing the public with the opportunity to participate in two environmental scoping meetings to be held on July 17, 2013. The meetings will be held at the Rotary Botanical Gardens, 1455 Palmer Dr Janesville, WI 53545. The first session will be held in the afternoon, and the second session, covering the same subjects, will be held in the evening. The NRC will present an overview of the environmental review process and will describe how the process will be implemented for the review of SHINEs Construction Permit application.

R. Vann Bynum A separate NRC meeting notice with a more detailed agenda is forthcoming. You will be provided a copy of that notice.

In the interim, should you have any questions regarding the scoping meeting, please contact the NRCs Environmental Project Manager, Michelle Moser, at 301-415-6509 or by e-mail at Michelle.Moser@nrc.gov.

Sincerely,

/RA/
