VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE POWER OPERATED RELIEF VALVE OPERABILITY REQUIREMENTS Pursuant to 1O CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of a change to the Technical Specifications, for Surry Power Station Unit Nos. 1 and 2, Operating Licenses DPR-32 and DPR-37. The proposed Technical Specification change incorporates the operability and surveillance requirements for Power Operated Relief Valves (PORV) and Block Valves in accordance with the intent of Generic Letter 90-06. The proposed changes are included in Attachment 1.

The basis for our no significant hazards consideration determination is included in Attachment 2.
