Supplement to Audit Plan dated October 1, 2020 Hi Remy, By letter W3F1-2020-0038 dated July 23, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20205L588), Entergy Operations, Inc. (the licensee) requested a license amendment to Renewed Facility Operating License No. NPF-38 for the Waterford Steam Electric Station, Unit 3 (Waterford 3) related to a digital upgrade to the core protection calculator system (CPCS) and control element assembly calculator system (CEACS).

This email serves as a supplement to NRCs Audit Plan dated October 1, 2020 (ADAMS Accession No. ML20268B324). Starting March 29, 2021, the NRC will audit Entergy Operations, Inc.s (the licensees) implementation of its Vendor Oversight Plan (VOP) activities conducted to support the Waterford 3 CPCS modification. The NRCs audit will focus on activities related to the Requirements Phase of the VOP.

The NRC staff will audit the following areas:

1. Oversight of Westinghouse Activities
2. Design Control
3. Procurement Documents
4. Corrective Actions The NRC staff will also audit the following oversight activities of the CPCS Requirements Phase:
  • Design control
  • Procurement document control
  • Corrective action process
  • External audits process The NRC staff will continue using the virtual venues to support this auditNRC typically uses the Microsoft Teams platform for its virtual inspections and is also open to using the licensees WebEx platform. I will send you a meeting invite for NRCs entrance meeting for this portion of the audit, which is tentatively scheduled for the afternoon of March 29, 2021. The NRCs audit team requests licensee (and contract support) staff to be available daily between 10:00AM through 5:00PM, Eastern Time (ET) during the audit for discussions with the NRC team. The NRC will also propose a more detailed daily schedule before the audit starts, which will include a daily debrief at 4:30PM ET to discuss progress, any potential issues, needed information, and interview times for the following day. NRC also proposes a formal exit meeting for this portion of the audit tentatively for Monday, April 5, 2021.

NRCs audit team for this portion of the audit will consist of Deanna Zhang and Samir Darbali.

To prepare for this inspection, the NRC requests the following documents be available in the electronic reading room(s):

1. Entergys QA Manual or QA Plan used for the CPCS project (already on Certrec IMS)
2. Critical Procurement Plan (already on Certrec IMS)
3. Procurement Order
4. List of corrective action reports with a brief description, for the CPCS project
5. Audits, surveillance and/or any oversight reports, for the CPCS project, including:
a. Audit plans for activities conducted under VOP for CPCS requirements phase development activities
b. Audit reports for activities conducted under VOP for CPCS requirements phase development activities
6. Overview of the Waterford Work Tracking System (assuming the system can provide a report)
7. ITPR Report(s) or documentation generated by this group, for the CPCS project NRC will document its audit results in a publicly available audit summary as described in the audit plan dated October 1, 2020. If you have any questions, please contact me.
