Announcement of QA Inspection

Remy, This email is NRCs official notification to Entergy Operations, Inc. (Entergy) that the agency is planning a routine inspection of Entergys Quality Assurance Program in accordance with the requirements of Appendix B, Quality Assurance Program Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, to 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities, and 10 CFR Part 21, Reporting of Defects and Noncompliance, during the week of March 22, 2021. The NRC will also provide Entergy notification of this planned inspection via letter in a few days.

This routine, limited-scope inspection will focus on quality assurance program implementation as it relates to Entergys Vendor Oversight Plan activities conducted to support the Waterford Unit 3 Core Protection Calculator (CPC) System (CPCS) modification. Specifically, the NRCs inspection will concentrate on activities related to the Requirements Phase.

The NRC will inspect the following areas:

1. Oversight of Westinghouse Activities

2. Design Control

3. Procurement Documents

4. Corrective Actions The NRC will also inspect the following oversight activities of the CPCS Requirements Phase:

• Design control

• Procurement document control

• Corrective action process

• External audits process The NRC inspectors will use the following procedure:

• IP 35017, Quality Assurance Program Implementation Inspection Copies of NRC Inspection Manual Chapters and Inspection Procedures can be obtained from the NRC public website. The NRC public website also has previous inspection reports and the Vendor Inspection Plan.

NRC anticipates using a virtual venue to support this inspectionNRC typically uses the Microsoft Teams platform for its virtual inspections. The lead inspector or I will send you a meeting invite for NRCs entrance meeting, which is tentatively scheduled for March 22-25, 2021, starting at 10:00AM (ET). NRCs inspection team requests Entergy staff to be available daily between 10:00AM through 5:00PM, Eastern Time (ET) during the inspection for discussions with the NRC team. The NRC will also propose a more detailed daily schedule before the inspection starts, which will include a daily debrief at 4:30PM ET to discuss progress, any potential issues, needed information, and interview times for the following day.

NRC also proposes a formal exit meeting tentatively for 11:00AM ET on Friday, March 26, 2021.

NRCs inspection team will consist of 3 NRC inspectors and a technical specialist as follows:

• Lead inspector: Jonathan Ortega-Luciano

• Inspectors: Greg Galletti and Deanna Zhang

• Technical Specialist: Samir Darbali As discussed during the call between the NRC and Entergy on February 4, 2021, the NRC inspection team requests access to Entergy and/or WEC electronic reading rooms to review documents not available in NRCs Agencywide Document Access and Management System in preparation for the inspection.

To prepare for this inspection, the NRC requests the following documents be available in the electronic reading room(s) on or by March 12, 2021:

1. Entergys QA Manual or QA Plan used for the CPCS project

2. Critical Procurement Plan

3. Procurement Order

4. List of corrective action reports with a brief description, for the CPCS project

5. Audits, surveillance and/or any oversight reports, for the CPCS project

6. Overview of the Waterford Work Tracking System (assuming the system can provide a report)

7. ITPR Report(s) or documentation generated by this group, for the CPCS project

NRC will document its inspection results in a publicly available inspection report within 45 days from the completion of the inspection. The NRC will also provide this report to Entergy. The inspection team will inform Entergy of any potential findings throughout the inspection. The NRC will document its final decisions on findings in its inspection report.
