On February 7, 2014, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Monticello Nuclear Generating Plant using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats. The enclosed inspection report documents the results of the inspection, which were preliminarily discussed with Mr. P. Gardner and other members of your staff.

The objective of this inspection was to assess the implementation procedures and processes of your Monticello Nuclear Generating Plant that are required by Title 10 of the Code of Federal Regulations (CFR) 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.

The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commissions rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel.
 
Based on results of this inspection, no NRC-identified or self-revealed findings were identified.
 
However, one observation was identified by the inspectors which required additional clarification and attention by the licensee. The observation was of very low safety significance and was determined not to be a violation of regulatory requirements.
