THE SYSTEMATIC EVALUATION PROGRAM FOR OPERATING NUCLEAR POWER PLANTS This is to infonn each of you that you have been selected for assignrent to the Systematic Evaluation Program Review Group. As we have previously discussed with each of you, this Review Group will initially consist of four representatives from OR, four reviewers from OT (one from each Branch) representatives from the Office of I&E, and a Review Group Leader.
Mr. Dennis Ziemann will serve as the Group Leader and the group will re-port to Mr. D. Eisenhut, Assistant Director for Operational Technology.
The initial charter for the SEP Review Group will be as described in the enclosed memo from Samuel Chilk, Secretary to the Comission, dated January 27, 1977. As such, present assignments within the Review Group will proceed up to, but not including, plant-specific considerations. '
The Review Group will also be responsible for preparing a response to the January 27, 1977 memorandum and for further discussions on this mat --
ter with the Comission. It should be noted that with respect to item 2(f') in the Chilk memo, a Comission paper is being prepared to address the question of how to convert the nineeexisting POL's to full term OL's.
The rereview of generic technical issues should be cornpared to the list of safety review topics to detemine if culling of a topic will also                /
resolve a technical issue.

Although it is recognized that some short periods of time may 'be required    '
for you to complete specific tasks in progress in your current assign-ments, it is expected that these will be cocpleted as soon as possible.
It is also expected that this group will begin functioning by March 14, 1977, af ter which 100% of your time should be devoted to the Systemati    i

Evaluation Program (SEP). Although the detailed operating mode of the Review Group has not been finalized at this time, in general each DOR employee assigned to the SEP Review Team will receive working assign-                    ,
ments and other administrative guidance from the Review Group Leader.
In particular, the assigned OR Project Managers will retain their re-sponsibilities to conduct routine licensing activities for the plants                    '
in their charge and which are among those of the pilot program. The other plants in the p160t program will be re-assigned to those OR Project Managers on the Review Group with the exception of San Onofre 1 and Bumbolt Bay. These plants will, because of special licensing activity, remain with their presently assigned Project Managers until these ongoing activities are complete. The Project Managers in this Review Group will be relieved of all other licensing responsibilities.
For routine ifcensing actions, they will be responsible to Mr. Goller, AD/OR. The four technical reviewers will come from and represent, both for review and liaison purposes, the four technical branches in OT.
They will receive direction, to accomplish the overall team objectives, from the Review Group Leader. However, their technical contributions to the effort will remain under the review and concurrence of their respective organizational Branch Chief.
The Systematic Evaluation Program is a significant and important                        !
endeavor that must have each and everyone's best effort. I am sure that we can count on each of you and you can be assured that you have my complete support.
