SUBJECT:         ARKANSAS NUCLEAR ONE, UNITS 1 AND 2 - RESPONSE TO NOTICE OF
                VIOLATION (NRC INSPECTION REPORT 05000313/2014010
                AND 05000368/2014010)
Dear Mr. Browning:
On January 22, 2015, the Nuclear Regulatory Commission (NRC) cited Entergy Operations,
Inc.s failure to design, construct, and maintain the Unit 1 and Unit 2 auxiliary building and
emergency diesel fuel storage building flood barriers so that they would protect safety-related
equipment from flooding as required by 10 CFR 50, Appendix B, Criterion III, Design Control,
and Criterion V, Instructions, Procedures, and Drawings. The Notice of Violation, enclosed
with Inspection Report 05000313/2014010 and 05000368/2014010 (ML15023A076), required
you to respond in writing within 30 days. You responded by letter dated February 23, 2015
(ML15054A607).
We have reviewed your response and find that it meets the requirements of 10 CFR 2.201. We
will review your corrective actions during a future inspection. We noted that your response
included a discussion regarding an exception to one aspect of the Notice of Violation involving
the safety-related classification of the Unit 1 decay heat vault drain valves. Your response
indicated that the non-safety related classification for these valves is consistent with the
licensing basis for Arkansas Nuclear One. The NRC also received correspondence from your
staff on February 11, 2015 (ML15079A381), in which your staff presented additional comments
regarding information contained in the Notice of Violation and inspection report referenced
above. We will provide our response to these documents in a future letter.
