Thisexemption wouldallowthesteamgenerators tobeclassified asSCOsandtransported asunpackaged underatransportation planthatprovidesanequivalent levelofsafetytothepackagesandprocedures specified intheDepartment ofTransportation's regulations.
TheexistingSCOpackaging requirements werenotdeveloped toaccommodate verylarge,nuclear-grade components suchassteamgenerators.
Underthesecircumstances, therugged,sealed,steelshellofthesteamgenerators providesprotection equivalent totheSCOpackaging requirements.
Anexemption fromthelimitsintheSCOdefinition issoughtbecause,whileanalysisshowsthattheselimitsaremetinthestraighttubesectionsofthesteamgenerators, itispossibletheycouldbeslightlyexceededinsomeotherinteriorsurfaces.
