EXEMPTION REQUESTFROMTHEPACKAGING REQUIREMENTS OF49CFR173.427(B)(1)

ANDTHESURFACECONTAiVIINATED OBJECTLIMITSOF49CFR173.403FORTHESHIPMEVhT OFTWOSTEAMGENERATORS FROMST.LUCIEUNITI.FloridaPower&Light,(FP&L),requestsanexemption fromthesubjectregulations fortheshipmentoftwoSteamGenerators fromSt.LucieUnit1tothe.Chem-Nuclear Systems(CNS)Low-Level Radioactive WasteManagement FacilityinBarnwell, SouthCarolina.

Thesewillbeone-timeshipments, andwillbeperformed inacontrolled mannerasdescribed intheinformation providedasanattachment tothisletter.Thetransportation ofthesesteamgenerators isexpectedtobeginonorafterOctober20,1997,andbecompleted withinoneyear.Specifically, FPLrequestsanexemption fromthepackaging requirements forasurfacecontaminated object("SCO")in49CFR173.427,andfromtheSCOlimitsin49CFR173.403,inordertofacilitate theone-time, controlled shipmentoftwosteamgenerators fromSt.LucieUnit1toChem-Nuclear, SystemsLow-Level Radioactive WasteManagement FacilityinBarnwell, SouthCarolina.

Thisexemption wouldallowthesteamgenerators tobeclassified asSCOsandtransported asunpackaged underatransportation planthatprovidesanequivalent levelofsafetytothepackagesandprocedures specified intheDepartment ofTransportation's regulations.

TheexistingSCOpackaging requirements werenotdeveloped toaccommodate verylarge,nuclear-grade components suchassteamgenerators.

Underthesecircumstances, therugged, sealed, steelshellofthesteamgenerators providesprotection equivalent totheSCOpackaging requirements.

Anexemption fromthelimitsintheSCOdefinition issoughtbecause,whileanalysisshowsthattheselimitsaremetinthestraighttubesectionsofthesteamgenerators, itispossibletheycouldbeslightlyexceededinsomeotherinteriorsurfaces.
