Dear Mr. Westlake:

The U.S. Nuclear Regulatory Commission (NRC or Commission) has issued a construction permit (CP), CPMIF-001, to SHINE Medical Technologies, Inc. (SHINE) for its proposed Medical Radioisotope Production Facility (SHINE facility). The proposed SHINE facility would be built in Janesville, Wisconsin. Under section 2.106 of Title 10 of the Code of Federal Regulations (CFR), the NRC is providing notice of the issuance of the CPMIF-001 and, under 10 CFR 51.102(c), the Record of Decision (ROD). The Commission conducted a mandatory hearing on the SHINE construction permit application on December 15, 2015. On February 25, 2016, the Commission issued CLI-16-04, a Memorandum and Order which documents the Commission's final decision on the construction permit hearing and which serves as the ROD in the proceeding. CLI-16-04 authorized the NRC staff to issue a construction permit to SHINE. To accompany its action on the SHINE construction permit application, the NRC also prepared a document summarizing the ROD (Summary ROD), which incorporates by reference information contained in the final environmental impact statement (NUREG-2183). The SHINE construction permit, which is effective immediately, and the Summary ROD were issued on February 29, 2016. Enclosed for your information is a copy of CLI-16-04 and the Summary ROD. A notice of issuance of the SHINE construction permit and ROD will be published in the Federal Register.
