The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft Environmental Impact Statement (ElS) regarding the construction permit submitted by SHINE Medical Technologies, Inc. (SHINE), for the proposed SHINE Medical Radioisotope Production Facility (SHINE facility). Enclosed is a copy of the draft EIS and the associated Federal Register Notice of Availability. This notice advises the public that the draft EIS is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The accession number for the draft ElS is ML15127A241. In addition, the following library has agreed to make a paper copy of the draft EIS available:  Hedberg Public Library, 316 South Main Street, Janesville, Wisconsin 53545.
As discussed in Chapter 6 of the draft EIS, the preliminary recommendation is that after weighing the environmental, economic, technical, and other benefits against environmental and other costs, and considering reasonable alternatives, the NRC staff recommends, unless safety issues mandate otherwise, the issuance of the requested construction permit to SHINE. This recommendation is based on the following:  SHINE's Environmental Report;  the NRC staff's consultation with Federal, State, and local agencies;  the NRC staff's independent environmental review; and  the NRC staff's consideration of public comments. Public meetings to discuss the findings of the draft EIS will be held on June 10, 2015, at the Rotary Botanical Gardens, 1455 Palmer Drive, Janesville, WI 53545. The first meeting will begin with an open house from 1:00 p.m. until 2:00 p.m., followed by an NRC presentation and opportunity to hear public comments from 2:00 p.m. until 4:00 p.m., as necessary. The second meeting will begin with an open house from 6:00 p.m. until 7:00 p.m., followed by a repeat of the R. Bynum  NRC's earlier presentation and an opportunity to hear public comments from 7:00 p.m. until 9:00 p.m., as necessary. An NRC meeting notice will be published to provide more details about these public meetings. A separate Notice of Availability of the draft environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
