thepumpsino~dertodetectfiresintheincipientstagesandwillbecon-nectedtotheexistingfirealarmsystem.Enclosedwiththeirsubmittalwasadrawingoftheareashowingtheplacementofthedetectors.Thelicensee'ssubmittaladequatelydescribesthetypeandplacementofthedetectorsintherequiredareas.Thesubmittal,however,doesnotindicateifconsiderationwasgiventotheeffectsofobstructionsandventilationwhichcouldresultindelayedactuation.Werecommendthatthelicenseeprovide,therefore,theresultsofastudybasedonananalysisoftheconfigurationandairflowcharacteristicsoftheareas,ordataderivedfromsmokereleasetests.Thisstudyshouldshowthattheplacementofthedetectorsisadequatefordetectingafireinitsearlystages.Item3.13.3-ReactorCoolantPumOilCollectionSstemItem3.13.3oftheSt.LucieSERdescribestheproposedmodificationofprovi-dinganoilcollectionsystemforthereactorcoolantpump.UndertheircoverletterdatedMarch6,1980FloridaPowerandLightCompany,submitteddesigninformationpertainingtothismodification.Theirconcep-tualdesigncriteriaisbasedonpreventingpotentialoilleakagefromgettingtothereactorcoolantlooppiping-Thiswillbeachievedby:l.Installationofacollectionsystemcapableofremovingleakageofoiltoasafelocation.2.InsuringthatinsulationinstalledontheRCPpumpcasingandlooppipingdoesnothaveasurfacetemperatureinexcessof150'F.Thelicensee'sproposedmodificationisacceptableprovidingthedesignmeetsthefollowingrequirements:Theoilcollectionsystemsshallbecapableofcollectinglubeoilfromallpotentialpressurizedandunpressurizedleakagesitesinthereactorcoolantpumps'ubeoilsystems,anddrainingtheoiltoaventedclosedcontainer.Aflamearrestorisrequiredintheventiftheflashpointcharacteristicsoftheoilpresentthehazardoffireflashback.Leakagepointstobeprotectedshallincludeliftpumpandpiping,overflowlines,lubeoilcooler,oilfillanddrainlinesandplugs,flangedconnectionsonoillinesandlubeoilres-ervoirswheresuchfeaturesexistonthereactorcoolantpumps.Leakageshallbecollectedanddrainedtoaclosedcontainerthatcanholdtheentirelubeoilsysteminventory.Thedrainlineshallbelargeenoughtoaccommodatethelargestpotentialoilleak.ToprovideadequateprotectionforadesignbasisSafeShutdownEarthquake(SSE),oneofthefollowingshouldbeprovided:1.ThelubeoilsystemcomponentswhosefailurecouldresultinleakageshouldbedesignedtowithstandanSSEwithoutleakageandthedroppingofoilcollectionsystemcomponentsduringanSSEshouldnotcauselossofoperabilityofsafety-re'1atedequipment;or 2.TheoilcollectionsystemshouldbedesignedtowithstandanSSEandcon-tinuetobeabletocollectanddrainleakagethatmayoccurduringanSSE.InthiscasetheoilcollectionsystemshouldbeadequatetocollectoilfromanyexternallubeoilpipingnotdesignedtowithstandanSSEinadditiontoleakagefrompointsidentifiedabove.Item3.14.5-AutomaticSrinklerSstemItem3.14.5oftheSt.LucieSERindicatesthelicensee'sproposedmodifica-tionofinstallinganautomaticsprinklersystemineachdieselgeneratorroom.UndertheircoverletterdatedMarch6,1980FloridaPowerandLightCompanysubmitteddesigninformationonthisitem.Thedataindicatedthatapre-actiontypesprinklersystemwouldbeprovided,automaticallyactuatedbythermaldetectorsaswellasfrommanualreleasestations.Thesystemwillbeprovidedwithalarmannunciationindicatingoperationofthesystemaswellassupervisorymonitoringofconditionssuchaslossofinstrumentair,voltageandclosureofthecontrolvalve.Theproposedsprinklersystemisconsideredsatisfactoryprovidingtheinstal-lationconformstotherequirementsofNFPA13includingadischargedensityofatleast0.30gpmpersq.ft.Werecommendthatthestaffacceptitonthisbasis.

thepumpsino~dertodetectfiresintheincipientstagesandwillbecon-nectedtotheexistingfirealarmsystem.Enclosedwiththeirsubmittalwasadrawingoftheareashowingtheplacementofthedetectors.Thelicensee'ssubmittaladequatelydescribesthetypeandplacementofthedetectorsintherequiredareas.Thesubmittal,however,doesnotindicateifconsiderationwasgiventotheeffectsofobstructionsandventilationwhichcouldresultindelayedactuation.Werecommendthatthelicenseeprovide,therefore,theresultsofastudybasedonananalysisoftheconfigurationandairflowcharacteristicsoftheareas,ordataderivedfromsmokereleasetests.Thisstudyshouldshowthattheplacementofthedetectorsisadequatefordetectingafireinitsearlystages.Item3.13.3-ReactorCoolantPumOilCollectionSstemItem3.13.3oftheSt.LucieSERdescribestheproposedmodificationofprovi-dinganoilcollectionsystemforthereactorcoolantpump.UndertheircoverletterdatedMarch6,1980FloridaPowerandLightCompany,submitteddesigninformationpertainingtothismodification.Theirconcep-tualdesigncriteriaisbasedonpreventingpotentialoilleakagefromgettingtothereactorcoolantlooppiping-Thiswillbeachievedby:l.Installationofacollectionsystemcapableofremovingleakageofoiltoasafelocation.2.InsuringthatinsulationinstalledontheRCPpumpcasingandlooppipingdoesnothaveasurfacetemperatureinexcessof150'F.Thelicensee'sproposedmodificationisacceptableprovidingthedesignmeetsthefollowingrequirements:Theoilcollectionsystemsshallbecapableofcollectinglubeoilfromallpotentialpressurizedandunpressurizedleakagesitesinthereactorcoolantpumps'ubeoilsystems,anddrainingtheoiltoaventedclosedcontainer.Aflamearrestorisrequiredintheventiftheflashpointcharacteristicsoftheoilpresentthehazardoffireflashback.Leakagepointstobeprotectedshallincludeliftpumpandpiping,overflowlines,lubeoilcooler,oilfillanddrainlinesandplugs,flangedconnectionsonoillinesandlubeoilres-ervoirswheresuchfeaturesexistonthereactorcoolantpumps.Leakageshallbecollectedanddrainedtoaclosedcontainerthatcanholdtheentirelubeoilsysteminventory.Thedrainlineshallbelargeenoughtoaccommodatethelargestpotentialoilleak.ToprovideadequateprotectionforadesignbasisSafeShutdownEarthquake(SSE),oneofthefollowingshouldbeprovided:1.ThelubeoilsystemcomponentswhosefailurecouldresultinleakageshouldbedesignedtowithstandanSSEwithoutleakageandthedroppingofoilcollectionsystemcomponentsduringanSSEshouldnotcauselossofoperabilityofsafety-re'1atedequipment;or 2.TheoilcollectionsystemshouldbedesignedtowithstandanSSEandcon-tinuetobeabletocollectanddrainleakagethatmayoccurduringanSSE.InthiscasetheoilcollectionsystemshouldbeadequatetocollectoilfromanyexternallubeoilpipingnotdesignedtowithstandanSSEinadditiontoleakagefrompointsidentifiedabove.Item3.14.5-AutomaticSrinklerSstemItem3.14.5oftheSt.LucieSERindicatesthelicensee'sproposedmodifica-tionofinstallinganautomaticsprinklersystemineachdieselgeneratorroom.UndertheircoverletterdatedMarch6,1980FloridaPowerandLightCompanysubmitteddesigninformationonthisitem.Thedataindicatedthatapre-actiontypesprinklersystemwouldbeprovided,automaticallyactuatedbythermaldetectorsaswellasfrommanualreleasestations.Thesystemwillbeprovidedwithalarmannunciationindicatingoperationofthesystemaswellassupervisorymonitoringofconditionssuchaslossofinstrumentair,voltageandclosureofthecontrolvalve.Theproposedsprinklersystemisconsideredsatisfactoryprovidingtheinstal-lationconformstotherequirementsofNFPA13includingadischargedensityofatleast0.30gpmpersq.ft.Werecommendthatthestaffacceptitonthisbasis.}}

I FireProtectionReviewItem3.1.4-UradinExistinFirePumsItem3.1.4oftheSt.LucieSERindicatesthelicensee'sproposedmodificationofupgradingtheexistingfirepumps.AsdescribedintheSER,theexistingtwoelectricfirepumpsaretobemodifiedto(1)automaticallystartuponadropofpressureinthefirewaterdistributionsystem,(2)becapableofautomaticoperationduringnormaloperationanduponlossofoffsitepower,and(3)removalofthecapabilitytostopthefirepumpsfromthecontrolroom.ByletterdatedMarch6,1980FloridaPowerandLightCompanyprovidedaddi-tionalinformationconcerningthisSERitem.TheirsubmittaloutlinesthedesignrequirementsforthethreerequiredmodificationsforupgradingtheSt.LucieUnit1firepump.Thesemodificationsaredescribedintheirletteras:I.Thefirstmodificationwillprovidethecapabilityforthetwofirepumpstoautomaticallystartuponalossofoffsitepowerandadropofpressureinthefirewaterdistributionsystem.Theexistinginstallationwiththefirepumpsonsafetyrelated480voltloadcenters(1A2and1B2)hasthecapabilityofstartingautomaticallyuponadropofpressureinthefirewaterdistributionsystembuthasonlymanualstartcapabilityuponlossofoffsitepower.Thedesignrequirementstobemetforthismodificationare:1.Uponlossofoffsitepower,aspecifieddieselgeneratorloadingsequenceisfollowed.Themodificationwillbedesignedtoaccomo-dateproperdieselgeneratorloadsequencing.2.Wheneverpossible,additionalequipmentand/ormaterialwillbesimilartothatwhichwasusedfortheexistinginstallation.Thiswillsimplifyconstructionandmaintenance,andwillhelpensurethatfunctionalrequirementspreviouslyconsidered(suchasdesign,environmental,andmaterialrequirements)willnotbeaffected.3.Equipmentandmaterialwillbeprocuredtoqualificationcriteriaatleastasgoodasthe"surroundingenvironmentorcircuitry."II.Thesecondmodificationprovidesforinstallationofapressureswitchforeachfirepumpsuchthatifthereisadropofpressureinthedis-tributionsystemincloseproximitytothefirepump,theappropriatefirepumpstartcircuitrywillbeengaged.Theexistirginstallationutilizestwopressureswitches(PS-15-384)tosensepressurefortheplantfireheaderandtransformerdelugesystem.Eitherpressureswitchhasthecapabilitytostartbothfirepumpssimultaneously.

Thedesignbasesforthismodificationare:1.InadditiontotherequirementsofitemsI.(2)andI.(3)mentionedabove,asetpointwillbeusedforthepressureswitchsuchthatatruedropofpressureisdetected,andnotsurgeswhichmaycausefalsestarts.III.Thethirdmodificationprovidesfortheremovalofthecapabilitytostopthefirepumpsfromthecontrolroc'.ThiscapabilitypresentlyexiststhroughtheuseofCS-852-2andCS-853-,2(controlswitchesontheRTGB).Thedesignbasisforthismodificationistoinsurethatstopcapabilityisremovedwithoutaffectingothercircuitry.ParagraphsI,IIandIIIappeartoaddresstherequirementsoftheSERbutthedesigncriteriaincludedforeachofthethreemodificationsarevague,rais-inggsomeuncertaintyif',infact,themodificationsproposedbythelicenseewillmeettheintentoftheSERrequirements.ParagraphIstatesthatthemodificationrequiresthatthefirepumpswillautmomaticalystartuponadropofpressureinthefirewaterdistributionsystemincludingthelossofoff-sitepower.Thedesignrequirementsindicatethatduringlossofoffsitepower,aspecifieddieselgeneratorloadingsequencewillbefollowedinordertoacccmmodatetheloadsimposedbytheelectricmotorsdrivingthefirepumps.Itdoesnotspecificallysay,however,ifthissequencingwillbeaccomplishedautomatically,andinatimelymanner.ParagraphIIofthelicensee'ssubmittalprovidesfortheinstallationofpressureswitchestostartthefirepumpsuponadropinpressureinthefireprotectionwaterdistributionsystem.locatedincloseproximitytothefirepumps.Thedesigncriteriadoesnotindicateexactlywherethesepressureswitcheswillbelocated,thepressuresettingsthatwillbeusedandthetechnicalspecificationsdescribingthetype,qualityandoperatingcharacter-isticssoftheswitches.Inourevaluation,ofFloridaPowerandLightCom-pany'ssubmittalconcerning"FirePumpController(4.3.1.2,9.0)undercoverletterdatedJanuary7,1980,weindicatedthatwithouttheprovisionofadieselenginedrivenfirepump,thearrangementofstartingtheelectricmotordrivenfirepumpsnotemployinglistedfirepumpcontrollerswasunacceptable.Ouropiniononthismatterstillholds.ParagraphIIIprovidesfortheremovalofthecapabilitytostopthefirepumpsfromthecontrolroom.ThesubmittalgoesontostatethatthiscapabilitypresentlyexiststhroughtheuseofcontrolswitchesontheRTGBpanel.Itisnotclearfromthisdescription,however,ifthecapabilitytoshutoffthefirepumpsfromthecontrolroomwillbephysicallyremovedandtheprovisionsforstoppingthefirepumpswillonlyexistatapaneladaja-centtoorwithinsightofthefirepumps.Basedontheconsiderationsdiscussedabove,wefindthesubmittalforupgrad-ingthefirepumps,SERitem3.1.4unsatisfactory.Wereccmmendthatthestaffrequirethatthelicenseeclearlystatethatthetwoelectricfirepumpscanautomaticallystartandoperateduringthelossofoffsitepower.Thisprocedureshouldnotrequireanyoperatoractionsandshouldrequirenodelaygreaterthan30secondsfromthetimethelowpressuresignalisinitiatedtostartupofthefirepump(s).

Inaccordancewithourpreviousrecommendation,werecommendthatthe(firepumpcontroller4.3.1.2.,9.0),licenseeprovideU.L.listedfirepumpcon-trollerslocatednearthefirepumpsandinstalledinaccordancewithNFPA20.Whenthiscriteriaisfollowedtheconcernraisedintheevaluationofthelicensee'ssubmittalparagraphIIwillbesatisfied.Theconcernswithpara-graphIIIofthelicensee'ssubmittalwillbemitigatedbythephysicalre-movalofthefirepumpstopcapabilityfromthecontrolroomandtheprovisionofthefirepumpcontrollersdescribedabove.Wearestronglyrecommendingthatifalloftheprovisionscannotbemetasdiscussedaboveandinourpreviousevaluationofthefirepumpcontrollers,adieselenginedrivenfirepumpofsimilarcapacityastheexistingelectricmotordrivenfirepumpsbeprovided.Item3.9-CableSreadinRoomFireBarrierItem3.9oftheSt.LucieSERindicatesthatthelicenseewillprovidea1-1/2hourratedfirebarrierforthewallopeningseparatingthecablespreadingroomfromtheTrainBswitchgearroom.Undertheircoverlett'erdatedMarch6,1980FloridaPowerandLightCompanysubmitteddesigninformationpertainingtothisitem.Thesubmittalstatesthataseismicwallhavinga1-1/2hourfireratingwillbeinstalledinclud-inga1-1/2hourfiredoor.Thewallisdescribedasbeingconstructedwith5/8inchgypsumboardhaving1layerononesideand2layersontheotherside.Thelicenseestatesth'atthewalldesignwillmeettherequirementsoftheAmericanInstituteofSteelConstruction,theFSAR,andRegulatoryGuide1.29,ItemC.2.Thedesignofthe.firedooranditsrelatedcomponentswillcomplywiththelatestrequirementsoftheAmericanInstituteofSteelCon-struction,theNationalFireProtectionAssociationandtheFSAR.Thelicenseesubmittalgivingdesigninformationonthe1-1/2hourfireratedbarrierisconditionallyacceptableprovidingthedesignofthewallistestedinaccordancewiththerequiremensoutlinedinChapter7ofNFPA251.Inlieuofthis,aconstructiondesignfor1-1/2hourorgreater,non-bearingfirewallsasdesignatedinthe1980editionoftheUnderwritersLaboratoriesFireResistanceDirectorymaybeprovided.WerecommendthattheacceptanceofthefirebarrierisalsocontingentupontheprovisionofaU.L.labeledl-l/2'ourfiredoor,frameandhardware..Noevaluationoftheseismicqualificationsofthefirebarrierhasbeenmade.Item3.12.7-SmokeDetectorsItem3.12.7oftheSt.LucieSERoutlinestheproposedmodificationofprovid-ingautomaticsmokedetectorsfortheareascontainingthelowpressuesafetyinjectionpumps,highpressuresafetyinjectionpumpsandthecontainmentspraypumps.Undertheircoverletterdatedtriarch6,1980,FloridaPowerandLightCompanysubmitteddesigninformationpertainingtothisitem.Theirsubmittalstatesthationizationtypesmokedetectorswillbeinstalledincloseproximityto thepumpsino~dertodetectfiresintheincipientstagesandwillbecon-nectedtotheexistingfirealarmsystem.Enclosedwiththeirsubmittalwasadrawingoftheareashowingtheplacementofthedetectors.Thelicensee'ssubmittaladequatelydescribesthetypeandplacementofthedetectorsintherequiredareas.Thesubmittal,however,doesnotindicateifconsiderationwasgiventotheeffectsofobstructionsandventilationwhichcouldresultindelayedactuation.Werecommendthatthelicenseeprovide,therefore,theresultsofastudybasedonananalysisoftheconfigurationandairflowcharacteristicsoftheareas,ordataderivedfromsmokereleasetests.Thisstudyshouldshowthattheplacementofthedetectorsisadequatefordetectingafireinitsearlystages.Item3.13.3-ReactorCoolantPumOilCollectionSstemItem3.13.3oftheSt.LucieSERdescribestheproposedmodificationofprovi-dinganoilcollectionsystemforthereactorcoolantpump.UndertheircoverletterdatedMarch6,1980FloridaPowerandLightCompany,submitteddesigninformationpertainingtothismodification.Theirconcep-tualdesigncriteriaisbasedonpreventingpotentialoilleakagefromgettingtothereactorcoolantlooppiping-Thiswillbeachievedby:l.Installationofacollectionsystemcapableofremovingleakageofoiltoasafelocation.2.InsuringthatinsulationinstalledontheRCPpumpcasingandlooppipingdoesnothaveasurfacetemperatureinexcessof150'F.Thelicensee'sproposedmodificationisacceptableprovidingthedesignmeetsthefollowingrequirements:Theoilcollectionsystemsshallbecapableofcollectinglubeoilfromallpotentialpressurizedandunpressurizedleakagesitesinthereactorcoolantpumps'ubeoilsystems,anddrainingtheoiltoaventedclosedcontainer.Aflamearrestorisrequiredintheventiftheflashpointcharacteristicsoftheoilpresentthehazardoffireflashback.Leakagepointstobeprotectedshallincludeliftpumpandpiping,overflowlines,lubeoilcooler,oilfillanddrainlinesandplugs,flangedconnectionsonoillinesandlubeoilres-ervoirswheresuchfeaturesexistonthereactorcoolantpumps.Leakageshallbecollectedanddrainedtoaclosedcontainerthatcanholdtheentirelubeoilsysteminventory.Thedrainlineshallbelargeenoughtoaccommodatethelargestpotentialoilleak.ToprovideadequateprotectionforadesignbasisSafeShutdownEarthquake(SSE),oneofthefollowingshouldbeprovided:1.ThelubeoilsystemcomponentswhosefailurecouldresultinleakageshouldbedesignedtowithstandanSSEwithoutleakageandthedroppingofoilcollectionsystemcomponentsduringanSSEshouldnotcauselossofoperabilityofsafety-re'1atedequipment;or 2.TheoilcollectionsystemshouldbedesignedtowithstandanSSEandcon-tinuetobeabletocollectanddrainleakagethatmayoccurduringanSSE.InthiscasetheoilcollectionsystemshouldbeadequatetocollectoilfromanyexternallubeoilpipingnotdesignedtowithstandanSSEinadditiontoleakagefrompointsidentifiedabove.Item3.14.5-AutomaticSrinklerSstemItem3.14.5oftheSt.LucieSERindicatesthelicensee'sproposedmodifica-tionofinstallinganautomaticsprinklersystemineachdieselgeneratorroom.UndertheircoverletterdatedMarch6,1980FloridaPowerandLightCompanysubmitteddesigninformationonthisitem.Thedataindicatedthatapre-actiontypesprinklersystemwouldbeprovided,automaticallyactuatedbythermaldetectorsaswellasfrommanualreleasestations.Thesystemwillbeprovidedwithalarmannunciationindicatingoperationofthesystemaswellassupervisorymonitoringofconditionssuchaslossofinstrumentair,voltageandclosureofthecontrolvalve.Theproposedsprinklersystemisconsideredsatisfactoryprovidingtheinstal-lationconformstotherequirementsofNFPA13includingadischargedensityofatleast0.30gpmpersq.ft.Werecommendthatthestaffacceptitonthisbasis.
