Dear Bob:
On this date I received a copy of the S.E.R. for St.
Lucie Plant, Unit rl-1 and I reviewed the document to determine if all necessary areas of manual fire protection were covered.
Based upon the information contained in the S.E.R., I find that there are some areas that I do not agree should be considered acceptable.
I did not participate in the site visit for this
- plant, and therefore may not be aware of conditions that would make the positions acceptable.
The areas to which I refer are'. 3.1.3 Fire 5'later Piping Systems That portion of this section referring to,the hose houses does not list a sufficient amount and type of equipment contained therein to be acceptable.
The listing calls for only 100'f 2+2" hose and l00'f'$
" hose while the hydrants are spaced at approximate 200'ntervals and there are only six hose houses.
At all plants that I evaluated, the amount of hose available was based upon the distances from the hydrants to safety related areas with sufficient

hose to enable effective hose streams to be brought to bear on the fire area.
In no case can I recall ever accepting less than 200'f 2~" hose and usually 200'f 1$" hose.

Other necessary equipment not provided include:-1 forcible entry tool, 1'
battery powered handlight and spare coupling gaskets for both 2~e" and 1$" hose couplings.
4.4.3 Breathing Eaniyment I do not agree that the equipment as described I>>

constitutes an adequate supoly of breathing air.
There should be 2, spare air cylindezs for each SCBA, and there should be some designation of how many units are dedicated to emergency use.
The capacity of the cascade system to be provided is not specified.
The number of units stated totals 42 cylinders.
Assuming that they are rated one half hour, which we accept as 20 minute duration, there would be a total of 14. hours of air.
Divide the available air by the minimum fire brigade size would result in 2.8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> of air per man, providing all cylinders are full.
Two spare cylinders for each unit would provide an additional l~> hours per man (five men) which coupled with a cascade system of designed capacity to refill one half the cylinders would be more realistically acceptable.
Finally I would suggest that you check with our Fire Protection Engineering consultants to be sure that they are satisfied with the statements in 3.10.2 and 3.12.3 regarding the polyurethane pipe insulation.

7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-335 FLORIDA POWER AND LIGHT COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 35 to Facility Operating License No. DPR-67, issued to Florida Power and Light Company, which revised Technical Specifications for operation of the St. Lucie Plant, Unit No.
1 (the facility) located in St. Lucie County, Florida.
The amendment is effective May 5, 1980.
The amendment modifies Technical Specification 4.7.1.2 to allow the St.
Lucie Plant, Unit No. 1, to proceed from Mode 4 to Mode 3 to allow steam turbine driven Auxiliary Feedwater pump surveillance to be post-poned in operating Mode 3 instead of Mode 4.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission s rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and r egulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment
- does, not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 651.5(d)(4) an environmental impact statement, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the formal application for amendment dated May 5, 1980, (2) Amendment No.
35 to License No.
DPR-67, and (3) the Commission's related Safety Evaluation.
All of these items are available for public inspection at the Commission's Public Document

1 Docket No. 50-335 ORDER MODIFYING JANUARY 2, 1980 SI'OW CAUSE ORDER On January 2, 1980, Florida Power 8 Light Company (the licensee) was issued an Order to Show Cause (45 FR 2434, January ll, 1980) why it should not, by February 15, 1980, implement all "Category A" Lessons Learned require-ments (excluding 2.1.7.a) or shut down St. Lucie, Unit No.
1 (the plant) unless among other things, a shutdown would severely impact the power reliability of the Florida subregion of the Southeastern Electric Reliability Council.
The Order provided that it was temporarily effective pending further order.
II The licensee answered the Order on January 22, and February ll, 1980, stating that all "Category A" requirements would be implemented by February 15, 1980, except the valve position indication requirements of Item 2.1.3.a.
Infor-mation on power reliability was provided by the licensee on January 15, 1980.
Completion of the in-containment work associated with this item necessitates a plant shutdown which the, licensee has requested be deferred until the March 15, 1980 refueling outage.
The bases for this request are power reliability, existing position indication for the subject relief va.ves and compensatory measures consisting of a dedicated man to monitor the relief valves in the control room until the outstanding requirements are met.
2 7590-01 The Department of Energy (DOE) has reviewed the power reliability for Southeastern Florida and concluded that there is a risk of severe system reliability impacts if one of the licensee's three units (St. Lucie 1 and Turkey Point.3 and 4) is shut down during February 1980 o) if two of these units are shutdown during March 1980.
Currently, Turkey Point 4 is required by its license to shut down on February 26, 1980, for steam generator tube inspections which will extend into the first half of March.
In view of the power reliability analysis conducted by DOE and the compensatory measures which the licensee could take, I find good cause shown to modify the January 2, 1980 Order.
Accordingly, pursuant to the Atomic Energy Act of 1954, as
- amended, and the Coomission's regulations in 10 CFR Parts 2 and 50, IT IS HEREBY ORDERED THAT the January 2, 1980 Order is modified as follows:
'(a)
St. Lucie, Unit No. 1, shall be shut down for implementation of the "Category A" Lessons Learned requirements (excluding 2.1.7.a) on or before March 15,
- 1980, and (b)
Until implementation of "Category A" Item 2.1.3.a is complete, unless St. Lucie, Unit No.
1 is shut down, the licensee shall provide a
dedicated, qualified person in the control room to monitor the power operated relief valve and the safety valve positions and,to notify the control room operators if any out-of-normal indications are noted.
For the reasons given in the January 2, 1980 Order, I find that the public health, safety, and interest require that this Modification Order be temporarily effective as of this date.

DPR-67 issued to Florida Power and Light Company (the licensee),
which revised Technical Specifications (TS) for operation of St. Lucie Plant, Unit No.
1 (the facility), located in St.
Lucie County, Florida.
The amendment is effective as of its date of issuance.
This amendment deletes the fuel enrichment limit from TS 5.3. 1 (Reactor Core/Fuel Assemblies) and adds a fuel enrichment limit to TS 5.6. 1 (Fuel Storage/
Criticality).
This places the enrichment limit in the appropriate part of the TS.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Comnission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Comnission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Prior public notice of this'amendment was not required since the amendment does not involve a significant hazards con-sideration.
The Commission has determined that the issuance of this amendment will not

result in any significant environmental'mpact and that pursuant to
- 10. CFR Section 51.5(d)(4) an environmental inpact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

In the Matter of Florida Power 5 Light Company (St. Lucie Unit No. 1)
Docket No. 50-335 ORDER TO SHOW CAUSE The Florida Power 5 Light Company (the Licensee) is the holder of Facility Operating License No.
DPR-67 which authorizes the Licensee to operate the St. Luci e Nuclear Power Plant, Unit No.
1 at power levels not in excess of 2560 megawatts thermal (rated power).
The facility is a pressurized water reactor located at the Licensee's site in St. Lucie County, Florida.
Fol'lowing the Three Mile Island Unit 2 (TMI-2) accident on March 28,
- 1979, a TMI-2 Lessons Learned Task Force of the Nuclear Regulatory Commission (NRC)
Staff conducted an intensive review of the design and operational aspects of nuclear power plants and the emergency procedures for coping with potential accidents.
The Task Force identified measures to be taken in the short-term to reduce the likelihood of accidents and to improve emergency preparedness in responding to accidents.
These measures are set forth in NUREG-0578, "TMI-2 Lessons Learned Task Force Status Report and Short-term Recommendations".
The NRC has concluded that prompt implementation of the actions denominated "Category A" requirements at operating nuclear power plants is necessary to provide continued assurance of public health and safety.
These "Category A" requirements were transmitted to all licensees operating nuclear power plants by letter dated September 13, 1979.
By letter to affected licensees dated October 30, 1979, further clarification of these requirements was provided.
The Licensee has committed to implementation of each "Category A" require-ment albeit not in all cases prior to January 31, 1980.
NUREG-0578 and ap letters of September 13 and October 30, 1979, which are hereby incorporated into this Order by reference, describe in detail the basis for implementing "Category A" requirements.
The majority of licensees have committed to implement the "Category A" requirements by January 31, 1980 or the reactor will shutdown until such implementation is complete.
However, other licensees have indicated that additional necessary equipment, which is on order, will be delivered after this date.
Thirty days after delivery of equipment is a
practical time period during which the equipment can be installed.
Based on available information, all equipment should be delivered and capable of being installed by June 1,
1980.
Licensees are requi red to meet the January 31, 1980 schedule unless they adequately demonstrate, in accordance with this Order, that delay based on equipment availability is justified.
Available information
indicates that the Florida bulk power system is currently encountering reliability problems.
In view of the potential adverse impact of multiple nuclear plant shutdowns on power reliability in the Southeastern Electric Reliability Council, I have determined that a two week extension to February 15, 1980, for nuclear facilities in this Council is justified to permit staggering of plant shutdowns.
For reasons discussed, timely implementation of these requirements is necessary to provide continued assurance of public health and safety.
Requirements should be satisfied as soon as practicable and in no instance shall a licensee with incomplete "Category A" actions continue operation beyond June 1, 1980.

'Accordingly, pursuant to the Atomic Energy Act of 1954, as
- amended, and the Commission's regulations in 10 CFR Parts 2 and 50, IT IS HEREBY ORDERED THAT the Licensee show cause, in the manner hereinafter provided, why it should not:
By February 15, 1980, implement all "Category A" requirements (except the requirement of 2.1.7.a of NUREG-0578) referred to in Part II of this Order, except those for which necessary equipment is shown, by appropriate and timely documentation, to the Director, Office of NRR, to be unavailable, or place and maintain its facilities in a cold shutdown or refueling mode of operation unless shutdown would severely impact the power reliability in the Florida subregion of the.
Southeastern Electric Reliability Council by requiring more than one nuclear plant within the subregion to be shutdown at the same time, as shown by appropriate and timely
documentation to the Director, Office of NRR.
"Category A" requirements not implemented by February 15, 1980, owing to the unavailability of necessary equipment shall be implemented within 30 days of the date such equipment becomes available.
All "Category A" requirements must be imple-mented no later than June I, 1980.
In view of the importance of the prompt implementation of "Category A" requirements to the health and safety of the pub1ic, I have determined that the public health, safety or interest requires that this Order be temporarily effective as of this date, pending further Order of the Cormission.
The Licensee may file a written answer to this Order under oath or affirmation within twenty (20) days of the date of the Order.
The Licensee or any other person whose interest may be affected by this Order may,request a hearing within twenty (20) days of the date of tge Order.
Any request for a hearing will not stay the temporary effectiveness of this Order.
