Dear Mr. O'Reilly:

I am working on the NRC sponsored project " Containment Leak Rate Testing" (Fin. No. B0489). The NRC project manager is E. G. Arndt (FTS 443-5860).

One aspect of the work description requires the witnessing of at least one test each of Type A, B, and C tests.

I have been informed of three St. Lucie upcoming) tests in your region which I would like to witness:

(October ; Sequoyah (November); and Browns Ferry (December).

If possible, I would like to arrive at least one day prior to the tests in order to observe the pre-test procedures.

I have discussed this matter with Frank Jape and Herbert Whitener is also aware of my request. Also, I have sent Form 277 to the regional security office. This letter is a written request that the NRC obtain the appropriate clearances for me so that I may 6bserve these tests.
