Item 4.3.1.3 Fire Water Piping Systems describes hose house equipment and other related items. Brookhaven National Laboratory's lett'er to the Nuclear Regulatory Commission dated October 5, 1979, outlined the review of the SER by Mr. John Townley. Contained in this letter were his concerns as to the ade-quacy of the equipment stored in the hose houses. a Despite our original recommendation to the I 5 E Division that Mr. Townley and Nr. Riopelle visit these plants with the teams; this was not done. As a result, it is extremely difficult, now to evaluate the true manual requi rements of the plant. Because of this we have taken very conservative positions i n our attached recommendations.

However, we strongly reccmmend that our original suggestion be, taken, that is, that Nr. Townley visit the plant for a day or two to review all the manual fire fighting operations.

St. Lucie Nuclear Power Plant Fire Protection Review Item 4.3.1.3 Fire Water Pi in This section of the SER lists equipment that is stored in the hose houses.

Our letter to the NRC on October 5, 1979 listed certain equipment that was not stored in the hose houses that we felt should have been there. This let-ter reflected our review of the SER which was sent to Brookhaven National Laboratory September 27, 1979.

Our final recommendations are:

o Spare hose coupling gaskets for l-l/2" and 2-1/2" fire hose should be provided at each hose house. .The existi ng procedure is to replace any defective hose gaskets during routine hose house inspections and when hose is hydrostatically tested.

o Battery powered handlights are a desireable item duri ng a fire situa-tion. At least 1 battery powered handlights should be installed at each hose house.

o Forcible entry tools are required at the time of a fire. At least one forcible entry tool should be installed at each hose house.

o Each hose house should have a mi nimum of 200 feet of 2-1/2" hose and a minimum of 200 feet of 1-1/2" hose.
