CHANGE IN ESTIMATED REVIEW SCHEDULE FOR ST LUCIE ITS LAR (L-2022-LLI-0000)

By letter dated September 15, 2021 (ML21265A284), Florida Power and Light Company (FPL, the licensee) submitted a license amendment request for the St. Lucie Plant, Units 1 and 2. By letters dated January 19 (ML22019A069) and June 3, 2022 (ML22154A323), FPL provided supplements to this submittal. The proposed license amendment request would revise Technical Specifications to Improved Standard Technical Specifications (ITS),

consistent with NUREG-1432, Standard Technical SpecificationsCombustion Engineering Plants, Revision 5. On February 23, 2022 (ML22049A553), the NRC staff notified you that your request had been accepted for review, and the NRC staff estimated it would complete the review by June 30, 2023, and require 4,400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br />.

In January 2023 NRC staff posted questions in the ITS Question-and-Answer portal related to FPLs planned relocation of certain TS setpoints to the Technical Requirements Manual (TRM). To resolve the issue, the NRC staff discussed with FPL during numerous meetings from January 2023 to May 2023. Additionally, a virtual audit was planned for June 2023, an audit plan was sent on May 8, 2023 (ML23129A831), to discuss this issue. Subsequently, FPL notified the NRC during a public meeting on June 29, 2023, that an audit was not necessary as FPL plans to revise its request to insert the subject setpoints back into TSs.

FPL submitted its Revision 2 supplement on October 2, 2023, which includes revising its request to remove the proposed relocation of the TS setpoints to the TRM, which maintains the setpoints in the TS. During routine interactions by phone on May 26, 2023, the assigned project manager informed you of a delay in the schedule to complete the subject license amendment request due to the significant additional time needed to resolve the TS Setpoint issue and the additional time needed for the NRC to complete its review of FPLs upcoming Revision 2 supplement. The purpose of this email is to officially inform you that the NRC staff now expects to complete its review by January 31, 2024. This estimate could change due to several factors such as requests for additional information and an unanticipated addition of scope to the review.

If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The change in the estimated completion date was discussed with and approved by the Deputy Director for the Division of Operating Reactor Licensing.
