1. The Nuclear Regulatory Comission (the Comission) has found that:

A. The application for amendment by the Connecticut Light and Power Company, Western Massachusetts Electric Company, and Northeast Nuclear

Energy Company, (the licensees) dated May 22, 1985, as supplemented L

July 2, 1985, complies with the standards and requirements of the Atomic Energy Act of 1954, as atended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I;

.__ B. The facility will operate in confonnity with the application, " ..__ ~

the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will be conducted in compliance with the Comission's regulations; i D. The issuance of this amendment will not be inimical to the common

! defense and security or to the health and safety of the put,lic; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

2. Accordingly, Paragraph 2.C.(7) of Provisional Operating License No. DPR-21 is hereby amended to read as follows:

2.C.(7) Physical Protection NNECO shall fully implement and maintain in effect all provisions of the Commission-approved physical security, guard training and qualification, and safeguards contingency plans, including all amendments and revisions made' pursuant to the authority under 10 CFR 50.90 and 10 CFR 50.54(p), which are part of the license. These plans, which contain Safeguards Infortnation protected under 10 CFR 73.21, are entitled:

" Millstone Nuclear Power Station Physical Security Plan," with r revisions submitted through May 31,1985; " Millstone Nuclear i Power Station Suitability, Training and Qualification Plan,"

with revisions submitted through July 2, 1985; and " Millstone

[- - Nuclear Power Station Safeguards Contingency Plan," with revisions submitted through July 5, 1984.

/ 3. This license amendment is effective as of the date of its issuance.
