Northeast Nuclear Energy Company (NNECO) is providing the NRC Staff with a change to Technical Specification Bases Section 3/4.5.4 for information only. This change was reviewed and approved by the Millstone Unit No. 3 Plant Operating Review Committee on April 24,1998, in accordance with the provisions of 10CFR50.59.

Description of Chanae The change to Technical Specification Basis 3/4.5.4 is to mod @ the wording l associated with the Refueling Water Storage Tank minimum boron concentration.

Supplemental information i

The existing Technical Specification Basis 3/4.5.4 for boron concentration states that credit is taken for control rod insertion during a Loss of Coolant Accident (LOCA).

Control rods are only credited in the accident analysis for Small Break LOCA. Thus, the Technical Specification Bases is revised to clarify that no credit is taken for control rod insertion during a Large Break LOCA.
