MILLSTONE NUCLEAR POWER STATION, UNIT N05. 1 AND 2 DOCKET NOS. 50-245 AND 50-336 h

1.0 INTRODUCTION

The Northeast Nuclear Energy Company for Northeast Utilities has filed with the Nuclear Regulatory Comission a request to amend Facility Operating Licenses DPR-21 and DPR-65. The amendment would approve a revision to the licensee's guard training and qualification plan entitled, " Millstone Nuclear Power Station Suitability Training and Qualification Plan" Revision 3.

2.0 DISCUSSION

> By letters dated May 22, and July 2,1985, the licensee submitted for staff review a revision to the Millstone Nuclear Power Station Suitability Training and Qualification Plan involving changes in the requalification requirements for the Security Shift Supervisor. The stated purpose of the change is to address the need to requalify the L- Security Shift Supervisor in tasks performed by watchmen and guards.

l f The Millstone Plan currently has comitments that require the Security i Shift Supervisor to be trained and requalified in those tasks L specifically related to his duties. This has been interpreted to mean that the Supervisor had to be trained in the tasks and duties performed by security personnel under his-supervision. The licensee is proposing to requalify the Security Shift Supervisor only in fire arms proficiency and supervisory and contingency duties.

3.0 FINDINGS

!: The basis for deciding on the acceptability of this change is whether or f not the Security Shift Supervisor could reasonably be expected to serve

as a watchman or guard in emergency or unusual situations. The licensee states that this passibility is remote in that the site has available j'. fully trained guard force administrators, and a trained off-site contingency guard force that could be called upon to serve as replacements for the normal shift guards and watchmen (in the event of a 3

strike,forinstance). The Security Shift Supervisors will continue to l requalify in weapons firing and in those tasks associated with supervision and response to safeguards contingencies. The staff

supports this change. Regulations do not require supervisors to be trained

  • in the tasks performed by their subordinates, provided they are not designated as replacements. At Millstone, adequate provisions have been (nade for substi,tutes for the regular security force complement so that it would not be necessary to use the Security Shift Supervisors as back up. Accordingly, l these Supervisors need to requalify only in those tasks directly associated F

with their position.

4.0 ENVIRONMENTAL CONSIDERATION

These amendments relate solely to safeguards matters and do not involve t any significant construction impacts. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(.c)(12). Pursuant to 10 CFR 51.22(b) no environmental impact L

statement or environmental assessment need be prepared in connection with the issuance of the amendments.

5.0 CONCLUSION

The staff has concluded that the revised guard training r.nd qualification plan continues to satisfy the requirements of Appendix B of 10 CFR 73.55.
