The Nuclear Regulatory Conmiission (the Comission) has found that:
A.
The application for amendment by Northeast Nuclear Energy Company (thelicensee),datedAugust 22, 1990 complies with the standards and requirements of the Atomic Energy Act of 1954 as amended (the Act),-and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the t

C.
Thereisreasonableassurance(1)thattheactivitiesauthorizedby-this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Connission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and~ security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 l'
of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is araended by changes to the Technical Specifications as indit.ated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. DPR-21 is hereby amended to read as follows:
(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 47, are hereby incorporated in the license.
The licensee shall operate the f acility in accordance with the Technical Specifications.
3.-
This license amendment is effective as of the date of issuance, to be implemented within' 30 days of -issuance.

Hot shutdown means the conditions as above t:ith the reactor coolant temperature greater than 212*F.

Cold shutdown means conditions as above with the reactor coolant temperature equal to or less than 212'F and the reactor vessel vented.

Simulated Automatic Actuation Simulated automatic actuation means applying a simulated signal to actuate the circuit in question.

Surveillance Surveillance is that process whereby systems and components which are essential to plant nuclear safety during all modes of operation or which are necessary to prevent or mitigate the consequences of incidents are checked, tested, calibrated and/or inspected, as warranted, to verify performance and availability at optimum inter-vals.
Unless otherwise s)ecified, each Surveillance Requirement shall be performed within t'1e specified time interval with a maximum allowable extension not to exceed 25% of the test interval.
The above surveillance limit for which the specified time interval for Surveillance Requirements may be extended permits an allowable extension of the normal survoillance interval to facilitate surveillance scheduling and consideration of plant o)erating conditions that may not be suitable f6r conducting tie surveillancef e.g., transient conditions or other ongoing surveillance or.
maintenance activities.
It also provides flexibility to accommodate the length of a fuel cycle for surveillances that are performed at each refueling outage and are specified with an 18-month surveillance interval.
It.is not intended that this provision be used repeatedly as'a. convenience,to extend surveillance intervals beyond that specified for surveillances that are not performed during refueling outages. The above surveillance limitation is L
- based on engineering judgement and the recognition that the most l.
probable result'of any particular surveillance being performed is j
the verification of conformance with the Surveillance Requirements.
This provision is sufficient to ensure that the reliability ensured through surveillance activities is not significantly degraded beyond that obtained from the specified surveillance interval.
Performance of a surveillance requirement within the specified time interval shall constitute compliance with Operability requirements for,a Limiting Condition for Operation..
Surveillance Requirements shall be applicable during the operational,
modes associated with Limiting Conditions for Operation.
Surveillance-need not-be< performed if the system or component to be tested is not required to be operational as specified by the Limiting Conditions for E
Operation.

A Reportable Event shall be any of those conditions specified in Section 50.73 to 10 CFR Part 50.
AA. Transition Railjng Transition boiling means the boiling regime between nucleate and film boiling. Transition boiling is the regime in which both nucleate and film boiling occur intermittently with neither type being completely stable.
