NORTHEAST NUCLEAR ENERGY COMPANY DOCKET NO. 50-245 MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 20 License No. DPR-21 1.

The Nuclear Regulatory Connission (the Comission) has found that:

A.

The application for amendment by Northeast Nuclear Energy Company, et al. (the licensee), dated September 29, 1987, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.

There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of tne Comission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. OPR-21 is hereby amended to read as folloWs:

(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 20, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the Technical Specifications.

3.

This license amendment is effective as of the date of issuance, to be irtplemented within 30 days of issuance.

I LIMITING CONDITION A R OPERATION 3 12 FIRE PROTECTION SYSTEMS C.

Carbon Dioxide and Halen 1301 Systems 1.

The following high pressure CO2 system shall be OPERABLE (activation system operable and gas boundary intact) with the storage tanks at least 90% of full charge weight whenever aquipment in the high pressure CO2 protected areas is required to be OPERABLE.

a.

Gas Turbine Enclosure 2.

From and af ter the time any of the above CO2 systems is determined to be inoperable, within one hour establish a continuous fire watch with backup fire suppression equipment for the unprotected equipment and/or area; restore the system to OPERABLE status within 14 days or, in lieu of any other report required by Specification 6.6.1, prepare and submit a Special Report to the Commission, pursuant to Specification 6.9 2, within the next 30 days outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the system to OPERABLE status.

3 The following Halon 1301 systems shall be operable (activation system operable and gas boundary intact), with the minimum number of storage containers shown each having a net weight of not less than 95% of full charge wei6ht.

a.

4 From and after the time any of the above Halon 1301 systems is l

determined to be inoperable, within one hour establish a continuous fire watch ntn backup fire suppression equipment for the unprotected equipment and/or area; restore the system to CPERABLE status within 14 days or, in lieu of any other report required by Specification 6.g.1, prepare and submit a Special Report to the Commission, pursuant to Specification 6.9.2, within the next 30 days outlining the action taken, the cause of the inoperability and the plans and schedule for restoring the System to OPERABLE status.

SURVEILLANCE REQUIREMENT 4.12 FIRE PROTECTION SYSTEMS C.

Carbon Dioxide and Halon 1301 Systems 1.

Verifying the system is capable of automatic actuation upon receipt of a simulated test signal and manually through operator action, and that the associated following automatic actuations occur:

Performance of a visual inspection of the discharge nozzles to assure no blockage.

2.

The Halon 1301 Systems referenced in 3 12.C.3 shall be demonstrated OPER AB LE:

a.

At least once per 6 months the weight and pressure of the refillable container shall be checked.

If the container shows a loss in not weight of more than 55 or the pressure (corrected to 700F) drops to 325 pais, it shall be refilled or replaced, b.

At least once per 18 months, by:

Verifying the system is capable of automatic actuation upon receipt of a simulated test signal and manually through operator action, and that the associated following automatic actuations occur:
