Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby L . proposes to amend Operating License NPF-49 by incorporating the attached proposed i

' revision into Millstone Unit No.- 3 Technical Specifications 3/4.2.2 " Heat Flux Hot  !

Channel Factor-Fo(Z)" and 6.9.1.6.a and 6.9.l.6.b " Core Operating Limit Report" .

(COLR).

Description of Proposed Revision i

- This proposed Technical Specification (TS) change affects sections 3/4.2.2 and related

BASES, in addition to the COLR as presented in section 6.9.1.6. This change is comprised of'several unrelated issues which have been grouped together for L convenience since they modify similar sections of the TS's. The change to TS 3/4.2.2 ,

modifies this TS to be in accordance with NRC approved Westinghouse methodologies for the Heat Flux Hot Channel Factor-Fo(Z). This change represents the only technical _ '

change to' the TS's conveyed by this letter. The balance of the changes affect TS \

section 6.9.1.6 and are administrative in nature. These administrative changes are not c related to 'each other, nor are they related to the Heat Flux Hot Channel Factor change.
