Morrison, NRR requested technical assistance for confirmatory testing to verify performance data for Passive Autocatalytic Recombiners (PARS) in support of the design  !

certification of the AP600. This user need request was also included in your i

. June 23, 1995, memorandum to me. RES responded to the user need for PARS l testing in a memorandum dated September 22, 1995, from D.L. Morrison to W.T. l Russell.

The purpose of this memorandum is to respond the other items in your June 23rd memorandum in which you requested technical assistance on two other hydrogen-related issues for confirmatory research in support of the design 1 certification of the AP600. The issues as stated in your memorandum are:

  • Modification to the COGAP computer code to include a PAR model and to use the code to perform confirmatory calculations.
  • Assessment of diffusion flame thermal loads from the in-containnent refueling water storage tank (IRWST) vents on the

! containment shell.

The Accident Evaluation Branch, Division of Systems Technology, Office of Nuclear Regulatory Research (AEB/ DST /RES) has initiated a program at the l Sandia National Laboratories (SNL) to support the above listed needs.

A simple model will be developed for PARS to implement in the C0 GAP computer

- code. As was discussed with the Containment Systems and Severe Accident i Branch (SCSB), to ensure the proper installation of the model, SNL will use the C0 GAP code to perform the confirmatory calculations required by Section

6.2.5 of the SRP.

Under the same program, we will undertake an effort to determine the thermal loads on the containment shell due to the diffusien flames anchored on the~

IRWST '::'... As a first step on this effort, SNL will investig:ta the conditions under which stable diffusion flames will be anchored to IRWST

vents. Then, SNL will estimate thermal loads imposed on the AP600 containment
shell from the diffusion flames. The thermal loads will be estimated based on

, available data from the Hydrogen Control Owners Group (HLOG) and the Nevada 4

Test Site (NTS) experiments, correlations and/or simple engineering models.

It is only recently that a decision was reached to define the work on thermal loads from diffusion flames as fee billable and designate an appropriate TAC number for this item. Based on the October 20, 1995, memorandum from W.T.

Russell to D.L. Morrison on assessing Part 170 fees, and recent conversations l between RES and NRR, this is fee billable work with an NRR TAC #M90312. In l accordance with the October 20, 1995, memorandum, work to include a PAR model i in the COGAP code is not billable under Part 170.  !

AEB will keep the NRR staff informed on the progress of these programs.
