The information provided in Enclosures 1 of this memo was originally submitted with Westinghouse letter NSD-NRC-97-5430 dated November 11,1997 and was identified as proprietary (See Accession #9711190240). Westinghouse letter NSD-NRC-5756 dated August 14,1998, (Enclosure 2), states that the information in Enclosures 1 is no longer considered proprietary.

Therefore, I have removed the Westinghouse proprietary markings from Enclosures 1 so that it can be placed into the public files.
