Dear Mr. Masse:

in accordance with your letter dated April 29,1999, and pursuant to Part 70 to Title 10 of the Code of Federal Regulations, Materials License SNM-986 is hereby amended to allow a five year license extension. Accordingly, License Condition 4 has been revised to include the date of May 31,2004 and License Condition 10 has been revised to include the date of April 29, 1999.

All other Conditions of this license shall remain the same.

Enclosed are copies of License SNM-986 and the Safety Evaluation Report, which includes the Categorical Exclusion determination.
