Renewal of SNM-986 TAC L-21687

Dear Mary:

As we have discussed, the renewal application for SNM-986 should probably be significantly amended at this time to reflect recent decisions made between MIT and the NRC Reactor division relative to the bulk of the SNM under this license.

The current plans to acquir,e additional enriched uranium for use exclusively at the Reactor caused us to reconsider which license should be utilized to cover such material.

The NRC Reactor division personnel have agreed such material should reasonably by covered in the R37 license issued to the MIT Research Reactor.

This decision also affects the bulk of the enriched material covered under the existing SNM license, hence we will be revising the listing for the current renewal application as soon as we complete the application for amendment to the Reactor license and secure NRC agreement on its contents.

The seven questions submitted on our renewal request will be formally answered with that revised listing.

Following are the proposed resolutions to those questions:

1.

The renewal request is for 5 years.

2.

This issue is basically covered above and will be thoroughly addressed with the revised listing.

3.

The Institute RPO clearly has full shutdown authority and delegates such to the Reactor RPO.

4.

The corrective action mechanism will be described with the revised' listing.

5.

A full personnel update will be included.
