Subject: Combined Inspection 50-20/93-03 and 70-938/93-01 (12/6/93,12/8-9/93)

This letter forwards our report of the above subject safeguards inspection by Mr. A. Della
Ratta of this office. The preliminary inspection findings were discussed by Mr. Della Ratta
with Mr. E.12u and other members of your staff at the conclusion of the inspection.
The inspection consisted of observations by the inspector, interviews with personnel, and
examination of selected procedures and records, and included corrective actions for the
deficiency idendfied during our April 28 - May 1,1992 inspection. Th ispector concluded
that the programs being implemented for the control, accountability, and physical security of
special nuclear material were directed toward the protection of public health and safety. No
safety concerns or violations of regulatory requirements were identified.
