SAFETY EVALUATION REPORT: AMENDMENT REQUEST DATED JANUARY 15,1999, REVISION TO HEMATITE EMERGENCY PLAN (TAC NO. L31153)

BACKGROUND By application dated January 15,1999, CE submitted a revision to the Hematite Emergency Plan (Plan) involving postulated fire and explosion incidents. This is in response to an NRC inspection conducted the week of December 15,1997 and documented in Inspection Report No. 70-36/97-204, dated February 18,1998. The inspectors determined that the Plan did not adequately describe all the systems, structures, and components used to mitigate the release of uranium from minor and major fires and explosions.

FIRE SAFETY CE revised the emergency plan to describe the systems, structures, and components installed to mitigate significant releases of uranium from fires or explosion, CE revised the Plan to include sprinkler systems in the warehouse and store rooms, smoke detection, fire resistive roofing, fire extinguisher training, and hydrogen flow controllers. Editorial changes were also made to clarify the probability of a major explosion, when configuration management reviews are conducted, and to clarify the inspection activities conducted. The staff has determined that the revision does not decrease the effectiveness of the Plan and will have no cdverse effect on the public health and safety or the environment.

ENVIRONMENTAL REVIEW These changes are considered administrative in nature. The ststf has determined that the proposed changes do not adversely affect pubit health and safety or the environment and are categorically excluded from the requirements to prepare a site-specific erufironmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The NRC staff has reviewed the proposed amendment and has determined that the proposed changes do not decrease the effectiveness of the Plan and will have no adverse effect on the j public health and safety or the environment. Approval of the application is recommended.

The Region 111 inspection staff has no objection to this proposed amendment.
