The inspectors are opening the URI to determine if a performance deficiency exists. On April 15, 2013, due to the inoperability of Division II emergency buses E4/E8, the licensee requested the NRC not enforce compliance with TS 3.7.3, Required Action A.1; TS 3.8.1, Required Action B.3; TS 3.8.4, Required Action A.1; and TS 3.8.7, Required Action A1 until April 17, 2013 at 3:15 am. The licensee requested and was granted the NOED on April 15, 2013 at 2:05 pm. The LCO extension allowed the site time to complete the replacement of and test the E8 transformer to restore operability.
