TVA proposes to modify the Sequoyah Neclear Plant (SON) Units 1 and 2 technical l specifications (TSs) to add one additional ionization detector to Fire Zones 184,185,186, and 187.~ This change affects TS Table 3.3-11, " Fire Detection instruments,". for both !
units at SON. !
Reason for Chanag i National Fire Protection Association (NFPA) 72E requires ceiling obstructions and potential .
changes in air movement to be considered in the spacing of detectors. At SON, the ; !
Units 1 and 2 6900-volt (V) shutdown board room corridors on Elevation 734 of the. '
auxiliary building are not within the range of coverage for the associated shutdown board !
room detectors in accordance with NFPA 72E. Specifically, the corridor ceiling is :
separated from the general room area ceiling by a concrete beam. This could result in the .;
smoke associated with a fire in the corridor being blocknd by the concrete beam during j conditions of low air flow, such as when the general room area fans are not operational.
- Based on the NFPA requirements, TVA has added two additional cross-zone detectors in ;
each of the Units 1 and 2 6900-V shutdown board room corridors on Elevation 734 of the auxiliary building. This modification affects the TSs for both units at SON since the fire detection instrumentation is considered to be common equipment.
l The proposed changes will ensure that SON Units 1 and 2 are in compliance with NFPA 72E code requirements.
Justification for Chanaes !
1 The fire protection instrumentation at SON provides an early warning fire detection system to notify personnel of a fire, actuate automatic suppression systems, and control auxiliary- l equipment. The added detectors provide additional assurance that the fire detection instrumentation associated with the auxiliary building shutdown board rooms will operate l as required in the event of a fire. Specifically, the functions of the detectors that were l added to the shutdown board room corridors include:
- 1. Alarms in the control room and at the local fire detection alarm panel
- 2. Charging of the sp.ay headers for the shutdown board room ,
- 3. Actuation of the fire dampers in the shutdown board room 5
These functions do not directly affect electrical equipment located in the shutdown board ,
room since the spray headers will not discharge until the fusible link located at each spray header is directly affected by the heat associated with a fire.
l The changes discussed above increase conservatism through the use of additional l detectors. These changes do not affect any safety analysis conclusions because the fire '
detection instrumentation is not taken credit for in the SON design for design-basis )
accidents. In addition, the implementation of additional detectors enhances the reliability "I of the fire protection system and ensures cross-zone protection within the 6900-V .{
shutdown board room corridors. j

Significant Hazards Evaluation -
4 TVA has evaluated the proposed technical specification (TS) change and has determined that it does not represent a significant hazards consideration based on criteria established in 10 CFR 50.92(cl. The operation of Sequoyah Nuclear Plant (SON) in accordance with the proposed amendment will not:
- 1. Involve a significant increase in the probability or consequences of an accident ' ,
previously evaluated.
The proposed change to the fire detection instrumentation adds two additional cross-rone detectors in each of the Units 1 and 2 6900-volt shutdown board room corridors on Elevation 734 of the auxiliary building. The additional fire detection ,
instrumentation provides additional assurance that the fire detection instrumentation l will operate as required in the event of a fire. However, neither the fire detection instrumentation nor the equipment associated with this instrumentation is considered ';
to be the source of an accident. In addition, this equipment is not taken credit for in .j the safety analysis. Therefore, there is no increase in the probability or i consequences of a previously evaluated accident.
- 2. Create the possibility of a new or different kind of accident from any previously .
analyzed.
The fire detection and/or suppression functions affected by this change enhance fire mitigation functions only and do not result in a change in plant functions. Therefore, -
the proposed change does not create the possibility of a new or different kind of -
accident from any previously analyzed.

The equipment functions affected by the proposed changes are not assumed for any
