By letter dated August 24, 2015 (Agencywide Documents Access and Management System Accession No. ML15236A376), Pacific Gas and Electric Company (PG&E, the licensee) submitted a relief request (RR) 1NDE-SG-MS-IR for Diablo Canyon Power Plant, Units 1 and 2. This RR associated with the impracticality of applying the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI volumetric examination requirements for inside radius examinations of Class 2 pressure retaining main steam nozzle in the replacement steam generators. The purpose of this e-mail is to provide the results of the U.S.
Nuclear Regulatory Commission (NRC) staffs acceptance review of this RR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and requested for the following clarification:
- The submittal requests relief under the provisions of Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.55a(g)(5)(iv), ISI program update: Schedule for completing impracticality determinations. However, request for relief should be made under 10 CFR 50.55a(g)(5)(iii), "ISI program update: Notification of impractical ISI Code requirements" on a schedule consistent with 10 CFR 50.55a(g)(5)(iv).
