POWER AUTHORITY OF THE STATE OF NEW YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET N0. 50-333 ATTACHMENT TO LER 80-004/03L-0 Pace 1 of I Duri ng normal ope ra t ions wh i le conduc t i ng i ns t rumen t Surveillance Procedure F-ISP-5-3 titled " Reactor Low Pressure (LPCI, Core Spray Permissive)" to satisfy the requi rement s of Technical Specifications Appendix A, Table 4.2-2, reactor pressure swi tch 02-3-PS-52A was found set at 455 psig. Technical Speci fications Table 3.2-2 requi res that the pressure switch be set at a point corresponding to equal to or greater than 450 psig in the reactor.

The p - ss ure swi tch provi des permi ssi ve to open the core sprrey and LPCI injection valves during depressurization as a result of a LOCA and the set point should be 450 plus a static head of 14.0 psi resulting in a minimum set point of 464 psig. The re d un dan t pressure switches (02-3-PS-52-B, C, and D) were found set within the limits of Technical Specification limits the re fo re , the event did not represent any signi ficant hazard to the public health and safety.

Following recalibration to correct the instrument dri f t, the instrument was demonstrated operable later the same day by the successful completion of F- I S P 3 In addition, the surveillance f requency has been increased from once each conth to once each week until stable ope rat ion of the pressure switch has been demonstrateJ.
