8.1 Receive initial notification of the emergency from the Plant Duty Call Supervisor or Emergency Coordinator or System Operations Power Coordinator and obtain from him the information shown on the attached Checklist 1, as avail able. | |||
8.2 Mobilize the Off-site Emergency Organization as required for each specific class of emergency. (See appropriate checklist) 8.3 Establish and maintain contact with the Recovery Manager, when functional. The Recovery Manager, when operational, assumes respons'bility for managing FPL emergency support to the affected plant and provides applicable protective action recommendations to offsite authorities. | |||

3.2 Di scussi on The Off-Site Emergency Organization (see Figure 1) provides an expanded emergency response capability to assist the plant in administration, communications, engineering, technical support, security, and public relations. This organization, which is composed of company officials and a staff of assistants, is managed by the Emergency Control Officer and the Recovery Manager. | |||
The RM is a designated Senior Manager who has knowledge of nuclear pl ant operations and design and who is responsible for assisting the ECO in managing the Company's expanded emergency response organizatior. The RM can report to the General Office (for St. Lucie or Turkey Point.), or the Emergency Operations Facility (for St. Lucie) depending upon the ECO's assessment of the situation. Note: The designated EOF for Turkey Point is in the General Office Building and the St. Lucie EOF is located at the Midw~ Road/I-95 intersection approximately 10 1/2 miles west of the plant. | |||

4.0 Precautions 4.1 The Checklists appearing at the end of this procedure serve as a guide to Recovery Manager regarding certain information that may be useful to have available when contacting offsite agencies and organizations. LUCIE PLANT FPL is required to provide county and state governmental authorities with recommendations for protective actions to be taken by the public during radiological emergencies at the St. Luci e Nuclear Power Pl ants. | |||
The responsible authorities are the State Bureau of Emergency Management (BEM) and St. Lucie and Martin Counties Offices of Disaster Preparedness. | |||
Protective action recommendations should be made utilizing all of the available data. This includes plant status (Fig. A-1), off-site dose projections and/or field monitoring data (Fig. A-2 or A-3). The more conservative recommendations should be made. | |||
Due to the large political and legal ranifications of these recommendations and the potential impact on FPL, the following format and content should be used. | |||
: 1. In any case where a GENERAL EMERGENCY has been decl ared, the minimum protective action recommendation shall be: "Shelter all people within a 2-mile radius and 5 miles in the downwind sectors". | |||
If the GENERAL EMERGENCY has been declared due to loss of physical control of the plant, including the Control Room or any other area(s) vital to the operation of the reactor system (as defined in the Security Pl an), the minimum protective action recommendation shall be: "Evacuate all people within a 2-mile radius from the pl ant". | |||

4.0 Precautions 4.1 The timing and content of all news by the Emergency Information Manager shall be approved by the Emergency Control Officer. | |||
4.2 All news releases by the Emergency Information Manager should assist the public in understanding any incident. | |||
4.3 Technical data and direct instructions the public located in the affected off-site area will be given by the appropriate governmental agency. | |||
4.4 Spokesmen for other involved agencies may be releasing information to the public. The Emergency Information Manager should continually be informed of these releases and will assess the accuracy and completeness of the information being related to the public. OFF-SITE EMERGENCY ORGANIZATION PROCEDURE 1202 12/15/83 8.0 Instructions 8.1 Acti vati on The Emergency Control Officer shall activate the EOF for any emergency condition classified as a Site Area Emergency or General Emergency. He has the option of activating the EOF for an Alert. | |||
To activate the EOF, the ECO shall direct the Emergency Coordinator to assign an individual(s) to activate the EOF, ascertain the status of comnunications systems and other facilities, arrange for controlled access and covrdinate with any state or local officials who may arrive prior to the FPL Off-Site Emergency Organization. | |||
The EOF shall not be considered operational until so declared by the Recovery Manager. At this time, the Recovery Manager assumes responsibility for communicating with offsite emergency response agencies and for assisting the ECO by making protective action recommendations. | |||
8.2 Functional Assi nments The Recovery Manager or his designated alternate is responsible for assigning space and facilities to various groups using the EOF in accordance with Figure 2. The Recovery Manager has the authority to alter such assignments as he deems necessary. It is the responsibility of each person assigned to the EOF to report to his designated manager upon arriv'al. | |||

4~4 When the Emergency Operations Facility is manned and operational, the Recovery Manager becomes responsible for providing protective action recommendations to state and local authorities.
5.0 Res onsibili ties 5.1 Maintain awareness of the status of the emergency conditions.
5.2 Obtain authorization of the Executive Vice President as required on certain matters of policy and s<penditures above certain levels.
5.3 Notify and mobilize the. required members of the Offsite Emergency Org ani zati on.
5.4 Activate the appropriate Emergency Operations Facility for Site Area or General Emergencies.
5.5 Notification and communications responsibilities may be delegated by the Emergency Control Officer.
5.6 The Emergency Coordinator is resoonsible for providing offsite authorities with protective action recommendations until the Recovery Manager notifies the EC that the EOF is manned and oper ati on al .
5.7 Emergencies classified as Site Area or General shall only be de-escalated by the Emergency Control Officer.

6.4 Procedure 1301, Emergency Roster 7.0 Records All significant information, events, and actions taken during the emergency period will be recorded and will be initi aled by the Emergency Control Officer or his alternate. The checklists at the end of this procedure provide required noti fications and information.

8.1 Receive initial notification of the emergency from the Plant Duty Call Supervisor or Emergency Coordinator or System Operations Power Coordinator and obtain from him the information shown on the attached Checklist 1, as avail able.
8.2 Mobilize the Off-site Emergency Organization as required for each specific class of emergency. (See appropriate checklist) 8.3 Establish and maintain contact with the Recovery Manager, when functional. The Recovery Manager, when operational, assumes respons'bility for managing FPL emergency support to the affected plant and provides applicable protective action recommendations to offsite authorities.
8.4 Notify the Executive Vice President of the emergency.
8.5 Report to General Office Emergency Center or appropri ate.
EOF if deemed 8.6 Make new policy decisions as required relative to emergency actions.
8.7 Authorize expenditures of funds for emergency support activities within stated limits. Obtain approval for policy and expenditures within 'imits of Section 5.
8.8 Approve emergency contractual arrangements for emergency support activities within the limits stated in Section 5.
8.9 Assist in obtaining additional FPL support for the Off-Site Emergency Organization, as requested by Recovery Manager.
8.10 Conduct liaison with Federal and state agencies on administrative matters not covered by Emergency Pl ans.
- 8. 11 De-escal ate the emergency classification (for Site Area and General Emergencies), based on plant conditions and radiological conditi<ins, onsite and offsite. De-escalation should be based upon consult,~tion with the Recovery Manager, Emergency Coordinator, Bureau <>f Emergency Management, and Department of Health and Reh abi l i t ati ve Servi ces.
8.12 As conditions warrant, recovery and restoration pl arming should commence. Consideration of administrative, technical, and logistical matters should be handled by the RM, policy and monetary concerns are considered by the ECO.

3.2 Di scussi on The Off-Site Emergency Organization (see Figure 1) provides an expanded emergency response capability to assist the plant in administration, communications, engineering, technical support, security, and public relations. This organization, which is composed of company officials and a staff of assistants, is managed by the Emergency Control Officer and the Recovery Manager.
The RM is a designated Senior Manager who has knowledge of nuclear pl ant operations and design and who is responsible for assisting the ECO in managing the Company's expanded emergency response organizatior. The RM can report to the General Office (for St. Lucie or Turkey Point.), or the Emergency Operations Facility (for St. Lucie) depending upon the ECO's assessment of the situation. Note: The designated EOF for Turkey Point is in the General Office Building and the St. Lucie EOF is located at the Midw~ Road/I-95 intersection approximately 10 1/2 miles west of the plant.
The RM will formul ate protective action recommendations to offsite offici als when the EOF is manned and operational relieving the EC of this responsibi l i ty.

4.0 Precautions 4.1 The Checklists appearing at the end of this procedure serve as a guide to Recovery Manager regarding certain information that may be useful to have available when contacting offsite agencies and organizations. It is not a requi rement of thi s procedure to compl etc these checkl i sts during an emergency.
4.2 The Recovery Manager shall be notified o- all emergencies and mobilized for Site Area and General Emergencies. He m~ be mobilized for Alerts or Unusual Events.

5.6 Assure continuity of technical and admin strative support, and materi al resources; 5.7 Request additional support as necessary.
5.8 Provide for logistics support for emerge)cy personnel (e.g. transportation, communications, temporary quarters, food and water, sanitary facilities in the field, and special equipment and supplies procurement.)
5.9 Authorize voluntary personnel to exceed 10 CFR 20 limits for personnel exposure, not to exceed 5 rem to the whole body and/or 25 rem to the thyroid (if deemed necessary).

8.0 Instructions 8.1 Receive notification of the emergency from the Emergency Control Officer and obtain from him information shown on the attached Checklist 1, as avai 1 abl e.
8.2 Report to the General Office or the Emergency Operations Facility as directed by the Emergency Control Officer.
8.3 When operational at the EOF, notify the Emergency Coordinator and Emergency Control Officer and assume responsibility for communication with off-site agenci es.
8.4 Complete the activities shown on the attached Checklist 2 and periodically assess the status o; all such activities.
8.5 Use additional support agencies as necessary. Phone numbers are supplied in the Offsite Emergency Roster (Procedure 1301) 8.6 When 'operational at the EOF provide protective action recommendations to offsite authorities. Appendix A (PSL) or Appendix 8 (PTP) of this procedure describes the methodology for determination of these protective actions. Protectiva action recommendations should be formulated using avail able pl ant data and radiological conditions.

PROCEDURE 1102 Page 10 12/15/83 APPENDIX A PROTECTIVE ACTION RECOMMENDATIONS - ST. LUCIE PLANT FPL is required to provide county and state governmental authorities with recommendations for protective actions to be taken by the public during radiological emergencies at the St. Luci e Nuclear Power Pl ants.
The responsible authorities are the State Bureau of Emergency Management (BEM) and St. Lucie and Martin Counties Offices of Disaster Preparedness.
Protective action recommendations should be made utilizing all of the available data. This includes plant status (Fig. A-1), off-site dose projections and/or field monitoring data (Fig. A-2 or A-3). The more conservative recommendations should be made.
Due to the large political and legal ranifications of these recommendations and the potential impact on FPL, the following format and content should be used.
- 1. In any case where a GENERAL EMERGENCY has been decl ared, the minimum protective action recommendation shall be: "Shelter all people within a 2-mile radius and 5 miles in the downwind sectors".
If the GENERAL EMERGENCY has been declared due to loss of physical control of the plant, including the Control Room or any other area(s) vital to the operation of the reactor system (as defined in the Security Pl an), the minimum protective action recommendation shall be: "Evacuate all people within a 2-mile radius from the pl ant".
If the emergency has been classified as a GENERAL EMERGENCY and NO OFFSITE dose estimates or field survey results are avail able, refer to figure A-1 to evaluate offsite protective action recommendations.
- 2. If the emergency that has been classified is not a GENERAL EMERGENCY and the offsite doses are LESS THAN 0.5 Rem whole body or 1 Rem to the thyroid at 1 mile over the projected duration of the release, no protective action is recommended. This should be reported to BEM and other outside agencies who inquire as:
"Based on our current assessment of all the information now avail able to us, Florida Power and Light Company recommends that you consider taking no protective actions (PA) - NONE. This recommendation may change in the future, but we cannot now s~ when change to."

- Core Melt Se uence:
A Core Melt Sequence condition is based on a postulated reactor accident in which the uel melts because of overheating. Plant conditions that qualify as a core melt sequence are:
l.. A known LOCA as defined in Site Area Emergency and failure of ECCS to deliver flow to the core has occurred, resulting in clad damage as indicated by Containment High Range Radiation Monitor alarming; OR 2~ Reactor trip on low steam generator levels, with wide range levels decreasing toward zero, with one of the fo1lowing two:
- a. Loss of main condenser, loss of auxiliary feed flow, (with high head safety injection capability);
OR b.. Loss of main condenser, loss of auxiliary feed flow, and no high head safety injection capability, and 30 minutes has elapsed with no low head safety injection capability or auxiliary feed flow; OR
- 3. A known LOCA as defined in Site Area Emergency has occurred and one of the following:
- a. RHR flow indicator FI-*-605 reads zero for 1/2 hour after recirculation phase is attempted, and RCS temperature is rising; OR
- b. Failure of containment spray and emergency coolers to prevent containment temperature from rising excessively.

The Emergency Information Manager is a designated Corporate Officer or Manager who serves as the principal spokesman for the Company. During emergencies, the EIH reports to the Emergency Control Officer.
3.2 Discussion If the Emergency Plans are initiated by the Emergency Coordinator, the Off-Site Emergency Organization may be activated to provide assistance to the plant in administr ation, public rel ations, security, engineering and technical matters. The Emergency Information Manager may be called upon even if the Off-Site Emergency Organization is not mobilized. This could occur in the case of an Unusual Event or an Alert class, of emergency.
The Emergency Control Officer has the responsibility for mobilizing the Emergency Information Manager (EIH).

4.0 Precautions 4.1 The timing and content of all news by the Emergency Information Manager shall be approved by the Emergency Control Officer.
4.2 All news releases by the Emergency Information Manager should assist the public in understanding any incident.
4.3 Technical data and direct instructions the public located in the affected off-site area will be given by the appropriate governmental agency.
4.4 Spokesmen for other involved agencies may be releasing information to the public. The Emergency Information Manager should continually be informed of these releases and will assess the accuracy and completeness of the information being related to the public. To the extent possible, the Emergency Information Manager will coordinate his efforts with spokesmen of governmental agencies so the public is provided with consistent information.
4.5 The EIM shall be familiar with the preparatory public information program which is carried out by State and local agencies.
5.1 The Emergency Information Manager shall:
5.1.1 Be responsible for the release of information to the public (via the news media) in event of the initiation of the Plant Emergency Plans when the situation requires that an account be made public.*
5.1.2 Maintain liaison with spokesmen of appropriate federal, state and local agencies with respect to information releases.
Insofar as possible, news releases and public appearances should be conducted on a joint basis with these agencies.

(PTP) 7.0 Records All significant information, events, and actions taken during the emergency period shall be recorded.
8.0 Instructions 8.1 The Emergency Information Manger, depending upon the severity of the incident, may be located at the General Office Building or at the Emergency Operations Facility. He shall establish suitable liaison with the Emergency Control Officer. He shall designate a member of his staff to supervise the Emergency News Center.
8.2 After notification of the initiation of the Plant Radiological Emergency Plan, public information personnel of the various non-FPL emergency support organizations and agencies shall be contacted as necessary so that a coordinated public information effort can be established.
8.3 For customer communications, a general information statement suitabl.e for release shall be provided for all Company emergency telephone operators and Customer Information Centers. After normal working hours, additional District Office telephone facilities may be opened.
8.4 The Emergency Information Manager does not have primary responsibility for providing information to governmental agencies.
However, the Emergency Information Manager, in coordination with the Emergency Control Officer shall assist state and local agencies in carrying out their responsibilities to provide accurate information to the public by activating the appropriate local Corporate Communications representative. This representative should be directed to report to the appropriate county Emergency Operations Center.
8.5 All calls and contacts received by the company from the news ihedia shall be directed to the Emergency Information Manager or his designee. Requests for on-site photographs by the news media must be cleared by the EIM to insure safety and to arrange proper escort.
8.6 Release of all new information shall be coordinated with the responsible governmental agency and the Emergency Control Officer.

8.0 Instructions 8.1 Upon receipt of notification by the Emergency Control Officer that the Off-Site Emergency Organization has been activated, the Emergency Security Manager shall:
8.1.1 Obtain from the Recovery Manager an evaluation of the emergency situation and its potenti al for development. This is to enable an accurate assessment of the need for assistance from law enforcement agencies to be made.
8.1.2 Report as directed, to either the General Office Huilding or Emergency Operations Faci 1 ity.
8.1.3 Assess the need for assistance from law enforcement agencies and implement decisions by contacting appropriate agencies.
Such contact shall be of the following types:

3.2 Discussion Th~ Emergency Operations Facility (EOF) is a nearsite support facility designed to provide an operating center for the Recovery Manager or his designated alternate and other members of the Off-Site Emergency Organization. From the EOF, the Off-Site Emergency Organization will provide support to the Control Room and the Technical Support Center, coordination with federal, state, and county offici als, and coordination of radiological assessments.
Additionally, the EOF will provide a location for federal and state sul port teans.
3.2.1 The Recovery Manager may use the EOF as his near-site headquarters and m@ house the FPL Off-Site Emergency Organization support tean there.
3.2.2 The EOF may be used to coordinate FPL and State Office of Radiation Control offsite dose projections.
3.2.3 The EOF may be used to coordinate FPL operations with those of federal, state and county officials.
3.3 Descri tion The EOF is located at the Midway Road/I-95 intersection approximately 10 1/2 miles west of the St. Lucie Plant (See Figure 1). The following organizations may be represented in the EOF.

4.0 Precautions 4.1 The EOF is activated upon the direction of the Emergency Control Officer or his designated alternate only.
4.2 The Emergency Security Hanager shall assure that access is limited to authorized personnel only.
5.0 Responsibilities 5.1 The Emergency Control Officer is responsible for activating the EOF. The Recovery Manager supervises activities within it. If EOF is activated and the RM remains at the General Office Emergency the
.Center, the RM shall designate an EOF Director to supervise activities at the EOF.
5.2 Designated managers of the Off-site Emergency Organization are responsible for reporting to the EOF upon direction to do so from the ECO or RM. Each designated manager is responsible for assuring that all necessary support staff and materials are brought to the EOF.
5.3 The RM is responsible for ensuring that adequate communication systems are provided for use at the EOF.

OFF-SITE EMERGENCY ORGANIZATION PROCEDURE 1202 12/15/83 8.0 Instructions 8.1 Acti vati on The Emergency Control Officer shall activate the EOF for any emergency condition classified as a Site Area Emergency or General Emergency. He has the option of activating the EOF for an Alert.
To activate the EOF, the ECO shall direct the Emergency Coordinator to assign an individual(s) to activate the EOF, ascertain the status of comnunications systems and other facilities, arrange for controlled access and covrdinate with any state or local officials who may arrive prior to the FPL Off-Site Emergency Organization.
The EOF shall not be considered operational until so declared by the Recovery Manager. At this time, the Recovery Manager assumes responsibility for communicating with offsite emergency response agencies and for assisting the ECO by making protective action recommendations.
8.2 Functional Assi nments The Recovery Manager or his designated alternate is responsible for assigning space and facilities to various groups using the EOF in accordance with Figure 2. The Recovery Manager has the authority to alter such assignments as he deems necessary. It is the responsibility of each person assigned to the EOF to report to his designated manager upon arriv'al.
8.3 St af f~ net The Recovery Manager and his designated managers are responsible for notifying and assigning staff to report to the EOF.
8.4 Communi c ati ons The following communications systems are avail able at the EOF.
- 1. Telephones with access to FPL's ITN System. See Appendix A for instructions.
- 2. Dedicated telephones to Control Room
- 3. Radi o'ommuni cati ons Outside calls may be directed to EOF extensions by direct dialing or use of the switchboard telephone number.

8.6 The EOF contains copies of Emergency Plans and Procedures which are stored in the Dose Assessment area. The following information can also be made avail able: precalculated emergency data, technical specifications, plant drawings and di agrans.
8.7 De "ctivation It is the responsibility of the Recovery Manager to deactivate and secure the EOF when it is warranted.
