To meet single failure criteria, additional SCBA must be available in the control. Therefore, based on the submittal, the implementation of the proposed modifications, and incorporation of the above we conclude that the control room habitability system can provide safe, habitable conditions within the control room under both normal and conditions, including loss-of-coolant accidents, and that occupancy can be maintained under accident conditions.

FIN ND- 82323 TMI ACTION PLAN: III. D. 3.4 CONTROL ROOM HABITABILITY EVALUATION PALISADES PLANT CONSUMERS POWER COMPANY DOCKET NO. 50-255 Based upon PNL review of the information submitted by the licensee in response to NUREG-0660, NUREG-0737, and other NRC Guidance, the control room meets the requirements of SRP 2.2. 1 - 2.2.2, 2.2.3, and 6.4; and therefore ID2ets the requirements of General Design Criteria {GDC) 4 and 19. The conclusions are based on the present plant system and presumes implementation of effective HVAC modifications addressed by the licensee and incorporation of the recomnendations of this evaluation.
The Palisades plant review indicated a number of modifications to be made by January l, 1983. These included extending the control room air intake .from the present configuration, increasing int'ake air duct to*
allow 100% makeup air, installing redundant charcoal filters, extending the control room habitability zone, and replacing air intake and dis-charge dampers. These changes will improve habitability. When final
. modifications have been implemented, control room operator radiation doses should meet GDC 19.
The licensee referenced the Palisades SEP Topic II-1.C in response to hazards from off-site toxic chemicals and gases. The SEP indicated that a review of possible hazardous chemical transportation accidents be performed. Tbe licensee revie\ved the Michigan Department of Highway files and the Michigan State Policy Post files which indicated 11
- no accidents involving hazardous chemicals in the past 14 years ... " The absence of past accidents does not preclude the potential for accidents in the future. This does not meet the guidance in Regulatory Guide 1.78 nor the Standard Review Plans. The licensee needs to analyze for hazardous chemicals/gases (including smoke) which may present a potential hazard to the habitability of the control room. Additionally, the potential control room air concentrations of toxic chemicals from on-site release$ should be determined.

.March 24, 1982 Paqe 2 The licensee stated that 4 individuals are in the control room under normal conditions and that 3 Self-Contained Breathing Apparati (SCBA) are in the control room. To meet single failure criteria, additional SCBA must be available in the control.
Therefore, based on the submittal, the implementation of the proposed modifications, and incorporation of the above reco~mendations, we conclude that the control room habitability system can provide safe, habitable conditions within the control room under both normal and acci~ent conditions, including loss-of-coolant accidents, and that occupancy can be maintained under accident conditions. Therefore, the ap~licant's proposed program meets the criteria identified in Item No.
III.D.3.4, "Control Room Habitability" of NUREG-0737 and is, therefore acceptable. *
