RE: FIN A3552 and FIN A3550 We have received your letter dated February 10, 1986 which accepted Task Orders No. 3 and No. 4 under Fin A3552 for work at the Palisades and LaSalle Nuclear Power Stations, and your letter of February 21, 1986 which accepted Task Order No. 5 for the modification review at Davis-Besse Nuclear Power Station.

We have also received your revised Task Order No. 4 under Fin A3550 for the Davis Besse restart support. This task order has been reviewed by BNL, and after discussion with Mr. Jackiv on February 24, we have modified it slightly and it is attached for your review and approval.

FIN A3550, TASK ORDER 004 DAVIS BESSE RESTART AUGMENTED INSPECTION COVERAGE

1.0 BACKGROUND

/0BJECTIVE Region III is making preparations to provide augmented inspection cover-age during certain phases of the restart of the Davis-Besse Nuclear Generating Station. Round-the-clock and extended shift inspection coverage is planned for this period.

The NRC staff will imnlement an augmented inspection effort at the Davis-Besse plant during restart. NRC and contractor staff will monitor and assess the activities of operating staff during this period.

2.0 WORK REQUIREMENTS Estimated level of effort: Man Weeks Sub Task 1 Preparation: review of plant operating /

administrative procedures, regional premeeting 2 Sub Task 2 Monitoring, travel, and training at Davis-Besse 2-4.5*

Sub Task 3 Project Coordination and Reporting 1 Total Effort 5-7.5 BNL shall assist Region III in supplementing resident inspectors' and other staffs' efforts to assess the activities of the operating staff at Davis-Besse during restart and subsequent power ascension. Specific work effort involves observation of shift supervision, reactor operators, shift technical advisors and other site personnel during startup via on-shift coverage. Particular emphasis is to be given to the adequacy of the operating staf f response to normal and unanticipated events including reactor system behavior.

Work effort will involve non-regular and overtime hours of work as assigned including weekends and backshifts to monitor the activities of all operating crews. Travel to and from the Davis-Besse site is included as part of the work effort.

  • Sub Task 2 man week estimate is based on two week coverage of restart, but will vary based on extent of weekend and overtime shift coverage.

Due to the uncertain timing of actual startup efforts and potential unanticipated developments during this process the possibility exists that additional effort within the scope of this project may be desired by Region III, which may result in the issuance of additional sub tasks.

2.1 Personnel Oualifications and Training BNL personnel will be experienced with PWR plant operations and testing, be RO certified (or similar experience) and have recent basic health physics training. Each BNL person assigned to the project will attend a Davis-Besse site specific training / orientation session at the plant. A portion of the training will be provided by the licensee in site radiation protection, security, emergency preparedness and personnel safety. Region III personnel will provide inspection orientation.

2.2 Level of Ef fort and Period of Performance The current level of effort is estimated to be 7.5 man weeks, and to be performed in a four week period beginning approximately April 28, 1986.

(Bill) Luckas, FTS 666-7562 3.0 REPORTING REQUIREMENTS A) Upon completion of the task, BNL shall provide a brief letter report evaluating the performance of the operating crew to the Project Manage. In addition, BNL may be requested to provide support in the development of a NRC Region III evaluation report.

B) Monthly Business Letter Report A business letter report is to be submitted by the 15th working day of each month to the Region III Project Manage, with a copy to the Region III Resource Management Branch. As a minimum this report will include:

A listing of any efforts completed during the period; milestones reached; or if missed an explanation provided; The amount of funds authorized and expended for both direct and indirect costs during the period and cumulative to date; Any problems or delays encountered or anticipated and recommenda- i tions for their solutions; I A summary of the progress to date; j Plans for the next reporting period.

C) 10 CFR Part 170 Fee Recovery Reporting Requirements e The inspection effort outlined in this Task Order is a technical support effort that is subject to and reported under the provisions of 10 CFR Part 170.

4.0 MEETINGS AND TRAVEL Contractor will take approximately 3 trips to the Davis Besse site for a period of 5 to 10 days per trip. Each BNL employee will attend a site specific training / orientation session at the site.

5.0 NRC FURNISHED MATERIAL NRC will provide any written materials necessary for site specific train-ing and evaluations, and/or will arrange for the licensee to provide the same.

6.0 DESCRIPTION

OF ANY FOLLOW-ON EFFORTS Not applicable.

7.0 RELATIONSHIP TO OTHER PROJECTS None.

8.0 SUBCONTRACT ARRANGEMENTS None anticipated. Any subcontract arrangement must meet the specifica-tions identified in this Task Order. All subcontractor arrangements must have prior written approval of the NRC Project Manager.

9.0 NEW CAPITAL EQUIPMENT REOUIRED None.

10.0 SPECIAL FACILITIES None.

11.0 CONFLICT OF INTEREST l

BNL personnel assigned to this project will have no potential conflict of l interest through direct ownership of Toledo Edison stock, or other sig-nificant financial interest, or through employment by himself or members of his immediate family. l 3
