AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed change is enclosed.

DPR-32 DPR-37 AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed change is enclosed.
A charging pump cross-connect modification was implemented in response to commitments made to the Staff concerning Appendix A to Branch Technical Position 9. 5-1 and the Fire Protection Safety Evaluation Report for Surry Power Station dated September, 1979.         The purpose of the charging pump cross-connect modification is to provide alternate shutdown capability.         The charging pump cross-connect consists of two normally locked closed manual valves installed between the Unit 1 "C" charging pump discharge and the Unit 2 "C" charging pump discharge.       Operation of the charging pump cross-connect will be strictly manual and will be local in the Auxiliary Building.           The cross-connect modification does not affect the operation of existing systems or valve line-ups during normal operation or accident conditions when the cross-connect valves are closed.

A Safety Evaluation is provided in Attachment 2.

Since this request involves a safety issue which the staff should be able to determine does not involve a significant hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III license amendment fee and a Class I license amendment fee are required for Unit 1 and Unit 2, respectively. A voucher check in the amount of $4,400 is enclosed in payment of the required fees.
