AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit Nos. 1 and 2. The proposed change is enclosed.

The proposed . changes are to include the Radiological Effluent Technical Specifications into the Surry Units 1 and 2 Technical Specifications. These changes are requirements in accordance with NUREG-0472, Revision 3.             The proposed changes are provided in Attachment L         Justifications for deviating from NUREG-0472, Revision 3 are provided in Attachment 2.             Attachment 3 provides the justification for the surveillance requirements of the Waste Gas Decay Tanks.

The Surry Power Station Offsite Dose Calculation Manual (ODCM) is provided in Attachment 4. The Surry ODCM is also a requirement of NUREG-0472, Revision 3 but is not to be included in the proposed changes to the Technical Specifications.     The Surry ODCM has been reviewed by the Station Nuclear Safety and Operating Committee.

The Surry ODCM has been reviewed by the Station Nuclear Safety and Operating Committee.
Vepco requests that the Radiological Effluent Technical Specifications and Offsite Dose Calculation Manual be fully implemented by January 1, 1984. This will provide sufficient time to develop procedures and fully train personnel.

This proposed Technical Specification change has been reviewed and approved by the Surry Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59. We have reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request involves a safety issue which the staff should be able to determine does not involve a significant hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III license amendment

These changes are requirements in accordance with NUREG-0472, Revision 3. The proposed changes are provided in Attachment L Justifications for deviating from NUREG-0472, Revision 3 are provided in Attachment 2. Attachment 3 provides the justification for the surveillance requirements of the Waste Gas Decay Tanks.

The Surry Power Station Offsite Dose Calculation Manual (ODCM) is provided in Attachment 4. The Surry ODCM is also a requirement of NUREG-0472, Revision 3 but is not to be included in the proposed changes to the Technical Specifications. The Surry ODCM has been reviewed by the Station Nuclear Safety and Operating Committee.

Vepco requests that the Radiological Effluent Technical Specifications and Offsite Dose Calculation Manual be fully implemented by January 1, 1984. This will provide sufficient time to develop procedures and fully train personnel.
