Mr. James R. Patrick, Jr. , Deputy Chief Compliance Branch, Enforcement Division Environmental Protection Agency. Region IV 345 Courtland Street, NE Atlanta, Georgia 30365

Dear Mr. Entrick:

NOTIFICATION OF NONCOMPLIANCE WITH EFFLUENT LIMITATIONS - NPDES PERMIT NO. TN0026450 - SEQUOYAH NUCL*AR PLANT Description of the discharge--Discharge No. 019 - Service Building Sump Discharge. Samples collected and anal zed on May 7, 1981' contained a daily average oil _and grease concentration of 28 mg/1, exceeding the maximum permit limitation of 20 mg/1.

Cause and period of the noncompliance--The exact cause is unknown; however, l it is believed that some cleaning solutions were poured down the service [

building drains. This together with the normal very low flows to this ,

sump may have emulsified some of the oil and grease in the sump allowing it to be discharged. A sample collected on April 30, 1981 contained 45 mg/l and the sump was cleaned on May 8, 1981, therefore, the period of noncompliance was probably less than eight days.

Steps taken to reduce, eliminate, and prevent recurrence of the noncomplying discharge--The sump was cleaned on May 8 to end this period of noncompliance.

As a long-term corrective measure, a Design Change Request has been issued to reroute this waste stream to the operation sewage treatment plant (discharge 003) which will provide additional treatment for this waste stream.

Sincerely, Mohamed T..El-Ashry, Ph.D.
